On average, there would be approximately 8 <br /> seconds delay per vehicle on a 24-hour period. The rail-highway delay calculations are <br /> provided in Appendix K. <br /> 11.2.2 RAIL-HIGHWAY GRADE CROSSING SAFETY ANALYSIS <br /> A hazard index was determined for the Santa Ana Boulevard grade crossing under <br /> Opening Year (2016) conditions. The hazard index is based on 71 trains per day and an <br /> arterial roadway segment ADT volume of 20,092.
