On average, there would be approximately 6 <br /> seconds delay per vehicle on a 24-hour period. The rail-highway delay calculations are <br /> provided in Appendix K. <br /> 11.1.2 RAIL-HIGHWAY GRADE CROSSING SAFETY ANALYSIS <br /> A hazard index was determined for the Santa Ana Boulevard grade crossing under <br /> existing conditions. The hazard index is based on 66 trains per day and an arterial <br /> roadway segment ADT volume of 19,607.
