EXHIBIT 2 <br /> A Santa Ana Boulevarci <br /> A COM Grade Separation Projen4 <br /> 11.4 CPUC Priority Index Number <br /> This section describes the CPUC grade separation priority list methods that attempt to <br /> quantify the benefits of eliminating train-vehicle accidents, along with the benefits of <br /> eliminating delay. <br /> Each year, the CTC allocates $15 million in state grade separation funds under Section <br /> 190 of the Streets and Highways Code. The CPUC ranks and prioritizes projects through <br /> the submittal of applications by project sponsors and technical evaluation of projects by <br /> CPUC staff, followed by hearings on a bi-annual basis. The bi-annual proceeding, or <br /> investigation, by CPUC produces a ranking of submitted projects. Caltrans' Division of <br /> Rail administers the funds for the CTC through a second application process, under <br /> Streets and Highway Code §§ 2450—2499. <br /> Since 1957, CPUC has used numeric formulae or priority list formulas to rank and <br /> prioritize grade crossing projects. The first formula applied to grade crossing separation <br /> and elimination projects; a second is used to evaluate proposals for alternation or <br /> reconstruction of existing grade separations. These formulae have evolved through the <br /> years through the investigation process. Project proponents have the opportunity of <br /> suggesting changes to the formulae during the bi-annual CPUC investigations. The <br /> formulae have also been modified by statute and State Supreme Court order. As a result <br /> of regular testing of the formulae through these public processes, they have gained <br /> general acceptance as programming tools. <br /> Santa Ana Boulevard grade crossing was evaluated with the formula for grade crossing <br /> separation or elimination.
