EXHIBIT 2 <br /> A=COM <br /> The proposed project would provide a net benefit by reducing the congestion along Santa <br /> Ana Boulevard caused by daily OCTA Metrolink train crossings by removing the existing <br /> at-grade conflict between vehicular traffic and rail traffic. Traffic diversions due to the <br /> termination of Logan Street north of Santa Ana Boulevard would not cause an appreciable <br /> increase to ICU or delay at any of the study area intersections. <br /> Furthermore, evaluation of roadway segment conditions during construction showed that a <br /> reduction in capacity during construction would not cause any impacts to Santa Ana <br /> Boulevard between Santiago Street and the 1-5 Freeway. The roadway segment analysis <br /> for alternative routes during construction showed that alternative facilities surrounding the <br /> project area could accommodate a shift in traffic due to the construction activities along <br /> Santa Ana Boulevard, with the exception of Grand Avenue between Fourth Street and <br /> Santa Ana Boulevard. <br /> The evaluation of rail-highway delay and safety substantiated the overall benefit and need <br /> of the proposed grade separation.
