EXHIBIT 2 <br /> Consultant shall complete work under the direction of City staff. Consultant shall, <br /> throughout the life of the Agreement retain within Consultant's firm a staff of qualified <br /> personnel to perform each of the work listed below. Consultants shall be responsive and <br /> maintain excellent working relationships with property owners, tenants, and City staff. <br /> Consultant shall be committed to provide adequate staffing levels at all times in order to <br /> adhere to established schedules. Consultants shall be knowledgeable and very familiar with <br /> federal, state and local regulations, policies and procedures as pertain to the right of way <br /> services provided. <br /> G. Business Goodwill Appraisal Services <br /> Consultant shall perform professional and technical Loss of Goodwill Appraisal services <br /> on an as-needed basis to prepare reports for use during ROW negotiations for the project <br /> and settlement during condemnation proceedings. The Loss of Goodwill reports are to be <br /> prepared in accordance with all applicable regulations as determined by the City. These <br /> may include,but are not limited to local, state and federal regulations,policies,procedures, <br /> manuals, and standards including. <br /> 10. UTILITY COORDINATION & RELOCATION <br /> This task involves the collection, assembly, and mapping of existing overhead and <br /> underground utility lines within the project limits. Perform necessary research to identify all <br /> existing utilities and potential conflicts. Pothole existing utilities to verify depth and location. <br /> Provide all required traffic control and surface repair necessary for potholing work. <br /> The intent of the City is that the services of the Consultant shall be complete and"turn-key" <br /> with respects to all utility coordination matters, including complete coordination for the <br /> protection and relocation of existing facilities as described herein, as well as coordination, <br /> preparation of applications, and all other matters pertaining to the relocation and installation of <br /> water and electric services, except for those procedures that must be performed by City. <br /> The Consultant shall determine the ownership rights (utilities in their own easement or utilities <br /> in by City franchise agreement)of utilities affected by project construction and shall coordinate <br /> and notify the City if any costs are to be paid by the City for utility relocations early in the <br /> design process. <br /> Consultant shall designate experienced dedicated staff who shall be responsible for all <br /> coordination work related to utilities for Project, including but not limited to relocations of <br /> existing trunk and mainline facilities, installation of new trunk and mainline facilities, <br /> relocation of existing sewer, drainage, communication, electric and water services, and <br /> installation of new services. <br /> Consultant shall coordinate with utility owners and City with respect to all utility related <br /> matters. Consultant shall provide copies of all correspondence with utility companies and other <br /> utility related information to the City. Correspondence, as described herein, shall be prepared <br /> by Consultant for either Consultant or City signature, as appropriate, and as directed by the <br /> City's Project Manager. <br />
