EXHIBIT 2 <br /> • Consultant, through City staff, shall request and obtain a written acknowledgement of <br /> any conflicts from the respective utility owners. <br /> • Reasonable efforts shall be taken to accommodate utility company requests for minor <br /> design changes to accommodate their facilities. Consultant understands that the utility <br /> companies are generally operating within the City right-of-way but may have prior <br /> rights to that of the City in some cases. <br /> • Consultant, through City staff, shall issue mid-design letters with 50% plans which <br /> requests utility owner to initiate relocation engineering,funding,property rights checks, <br /> etc. <br /> • Consultant shall monitor each utility owner that has conflicting facilities and shall <br /> obtain relocation plans and other relevant information from utility owner. Consultant <br /> shall review relocation plans for conformance with the requirements of the project. <br /> • Consultant shall coordinate inclusion of special provisions in City's bid documents for <br /> adjustments and relocations of utility facilities as alternate bid items,if requested by the <br /> owning utility. Said work may require that cooperative agreements be prepared by City <br /> between the City and the owning utility companies. Engineer shall provide information <br /> and exhibits as required to support the preparation of cooperative agreements,if needed. <br /> • Consultant shall conduct utility coordination meetings, as needed, regarding <br /> adjustments and relocations, to resolve conflict issues. <br /> • For utility conflicts that require relocating, Consultant staff shall submit the official <br /> notice/ order to the utility companies to relocate conflicting facilities. <br /> • Consultant shall make recommendations for special provision language with regard to <br /> utility issues, recommendations for construction windows of time for utility relocation <br /> activities, recommendations for inclusion of utility bid items, etc. <br /> • For utility conflicts with City owned water, sewer,reclaimed pipelines, electrical,Fiber <br /> Optic lines, Signal electrical, or storm drain that require relocating, Consultant shall <br /> prepare the required relocation plans or new installation plans as necessary to provide <br /> biddable Plans and Specifications (turn-key service). City staff shall submit the official <br /> notice/ order to the utility companies to relocate conflicting facilities. <br /> • For utility conflicts or improvements within properties that shall be affected with the <br /> Project, the Consultant is responsible to prepare the needed plans for relocation or <br /> demolitions and re-establishment (such as irrigation, landscape, electrical services, <br /> lighting, gas services, communication, etc.) Consultant shall locate and tie any features <br /> that would affect the design or construction. <br /> 11. TRAFFIC MANAGEMENT PLAN <br /> A Traffic Management Plan(TMP)shall be developed with the objective to provide continuous <br /> traffic circulation and access,with adequate space for safe and efficient construction. The TMP <br /> will be coordinated with project stakeholders to include but not be limited to: <br /> • Orange County Transportation Authority (OCTA) <br /> • Southern California Regional Rail Authority (SCRRA) <br /> • California Public Utilities Commission (CPUC) <br /> • California Department of Transportation (Caltrans) <br /> • Businesses <br /> • Local neighborhood associations, and <br /> • Other public or private agencies/utilities or parties. <br />
