City of Santa Ana I First Street Multimodal Corridor <br /> FN Technical Memorandum <br /> Wait Sirlp and Fad# Sirlp C'onrpnfe <br /> Due to planned projects along First Street, the corridor was divided into a west side and an <br /> east side when developing concepts.The west side extends from Bristol Street to Zoo Lane, <br /> which aligns with the Caltrans right-of-way. The east side extends from Zoo Lane over the I- <br /> 5 freeway to Tustin Avenue. <br /> Caltrans has developed concept plans for First Street as part of the Freeway Ramp Active <br /> Mobility Enhancement Study (FRAMES), illustrated in Figure 25. Concepts illustrated in this <br /> technical memorandum reflect the recommendations in that report. However, the City is <br /> currently working with Caltrans to identify alternative solutions that align with the concepts <br /> for the west side of the corridor. Modifications to this section may be proposed based on the <br /> ongoing coordination with Caltrans and the locally preferred alternative for this project. <br /> Figure 25. Freeway Ramp Active Mobility Enhancement Study(FRAMES). <br /> Based on traffic volumes for the existing and future conditions east of 1-5, the concept <br /> developed for the east side of the corridor assumes the four-lane condition. Narrowing the <br /> road to widen the sidewalks builds upon the Public Realm Plan for this area by extending the <br /> curb to construct 17' to 20'wide pedestrian zones.This allows additional improvements <br /> within the pedestrian and bicycle zones as described later in this section and is consistent <br /> with the City's Metro East Mixed-Use Overlay Zone. <br /> A complete set of conceptual layouts for the three West Side and the one East Side concept <br /> is provided as an attachment to this technical memorandum. <br /> City Council 12 - 55 5/5/2 6 <br />
