shall be kept on site and made available to City staff upon request. If the City <br /> receives substantiated complaints related to parking or circulation, the Planning <br /> Manager may require the Applicant to update and re-submit the PMP for review <br /> and approval to ensure continued compliance. <br /> 7. The Applicant, Property Owner, and/or designee exercising control and <br /> responsibility for the temple shall ensure that vehicle queues associated with <br /> temple activities do not extend onto adjacent public streets or obstruct on-site drive <br /> aisles, parking areas, or emergency access. If vehicle stacking is observed to <br /> extend beyond the site entrance or create circulation or safety concerns, the <br /> Planning Manager may require operational measures such as on-site traffic <br /> attendants, event management protocols, or other reasonable actions to maintain <br /> safe and efficient circulation. Any required measures shall be implemented to the <br /> satisfaction of the Planning Manager. <br /> 8. At any time that vehicle stacking extends beyond the entrance to the site, the <br /> owner/operator shall provide field staff as determined by the Planning Manager to <br /> expedite/facilitate site circulation, assist with onsite parking, and prevent vehicles <br /> from blocking onsite parking spaces, drive aisles, sidewalks and bicycle lanes, <br /> and/or queuing onto public roadways. A stacking plan illustrating vehicle stacking <br /> management in parking areas shall be reviewed and approved by Planning Staff <br /> and shall be posted and maintained onsite. <br /> 9. Prior to recordation of the Final Map, the Applicant shall prepare and submit <br /> Covenants, Conditions, and Restrictions (CC&Rs) for review and approval by the <br /> Planning Division, Public Works Agency (PWA) and City Attorney. The CC&Rs <br /> shall address, at a minimum, shared access, reciprocal parking rights and <br /> restrictions, maintenance responsibilities for common areas and the private street, <br /> and ongoing implementation of the approved PMP. The CC&Rs shall establish a <br /> design review committee responsible for reviewing and enforcing compliance with <br /> the community's approved architectural and landscape design guidelines, which <br /> shall remain in effect in perpetuity unless rescinded by a unanimous vote of the <br /> property owners. The CC&Rs shall be recorded concurrently with the Final Map <br /> and shall remain in effect for the life of the Project. <br /> 10. The following parking management practices shall be incorporated into the final, <br /> recorded CC&Rs and shall apply through the life of the Project: <br /> a. Requiring onsite parking permits (such as stickers or hang-tags) for any <br /> parking in the surface guest parking spaces; <br /> b. Policies for maximum time vehicles may be parked in the surface guest <br /> spaces; <br /> C. Policies for towing unauthorized vehicles; vehicles parked in unauthorized <br /> locations, such as fire lanes; vehicles parking in surface guest parking <br /> without a sticker, hang-tag, or other identifiers; and vehicles parked longer <br /> than any maximum guest parking timeframes allowed; and <br /> Resolution No. 2026-010 <br /> Page 10of14 <br />
