202S WATER SHORTAGE CONTINGENCY PLAN <br /> MAY 2026/FINAL DRAFT/CAROLLO <br /> to the region.Additionally, the infrastructure in place to deliver supplies is susceptible to damage from <br /> earthquakes and other disasters. <br /> In lieu of conducting a seismic risk assessment specific to the City's 2025 UWMP,the City has included <br /> their LHMP, as required under the federal Disaster Mitigation Act of 2000 (Public Law 106-390). The LHMP <br /> describes the City's approach to proactively decreasing threats before disaster occurs, including water <br /> supply specific mitigation actions such as improving security and alert systems, upgrading back-up power <br /> systems, and retrofitting existing flood control infrastructure. (Santa Ana, 2022). <br /> 3.4.7 Shortage Response Action Effectiveness <br /> For each specific Shortage Response Action identified in the plan, the WSCP also estimates the extent to <br /> which that action will reduce the gap between supplies and demands identified in DWR Tables 8-2 and <br /> 8-3 (Appendix A).To the extent feasible, the City has estimated percentage savings for the chosen suite of <br /> shortage response actions,which can be anticipated to deliver the expected outcomes necessary to meet <br /> the requirements of a given shortage level. <br /> 3.5 Communication Protocols <br /> Timely and effective communication is a key element of the WSCP implementation. Per the Water Code <br /> Section 10632 (a)(5), the City has established communication protocols and procedures to inform <br /> customers,the public, interested parties, and local, regional, and state governments regarding any current <br /> or predicted shortages as determined by the AWSDA described pursuant to Section 10632.1; any shortage <br /> response actions triggered or anticipated to be triggered by the AWSDA described pursuant to <br /> Section 10632.1; and any other relevant communications. The City's Water Shortage Communication Plan <br /> is documented in Appendix C. <br /> 3.6 Compliance and Enforcement <br /> Per the Water Code Section 10632 (a)(6), the City has defined customer compliance, enforcement, appeal, <br /> and exemption procedures for triggered shortage response actions. Procedures to ensure customer <br /> compliance are described in Section 3.5 Communication Protocols and customer enforcement, appeal, <br /> and exemption procedures as defined in the existing Santa Ana Municipal Code Chapter 39 Article VI <br /> (Appendix B). The City intends to update any enforcement procedures in a subsequently adopted <br /> ordinance which will supersede the existing ordinance. <br /> 3.7 Legal Authorities <br /> Per Water Code Section 10632 (a)(7)(A), the City has provided a description of the legal authorities that <br /> empower the City to implement and enforce its shortage response as directed in the City's Water <br /> Shortage Response Ordinance (Appendix B). <br /> Per Water Code Section 10632 (a)(7)(B), the City shall declare a water shortage emergency condition to <br /> prevail within the area served by such wholesaler whenever it finds and determines that the ordinary <br /> demands and requirements of water consumers cannot be satisfied without depleting the water supply of <br /> the distributor to the extent that there would be insufficient water for human consumption, sanitation, <br /> and fire protection. <br /> CITY OF SANTA ANA <br />
