2025 URBAN WATER MANAGEMENT PLAN <br /> MAY 2026/FINAL DRAFT/CAROLLO <br /> 1®2 UWMP Organization <br /> This UWMP is organized into 10 chapters aligned with the DWR Guidebook recommendations.The <br /> sections within each chapter are customized to include the City's water supply reliability and future <br /> projections as well as plans to overcome any water shortages over a planning horizon for the next <br /> 25 years.The chapters for this UWMP are listed below: <br /> Chapter 1 Introduction and UWMP Overview gives an overview of the UWMP fundamentals and <br /> requirements for the 2025 UWMP. <br /> Chapter 2 UWMP Preparation identifies this UWMP as an individual planning effort of the City, lists the <br /> type of year and units of measure used and introduces the coordination and outreach activities conducted <br /> by the City to develop this UWMP. <br /> Chapter 3 System Description gives a background on the City's water system and its climate <br /> characteristics, population projections, demographics, socioeconomics, and predominant current and <br /> projected land uses of its service area. <br /> Chapter 4 Water Use Characterization provides historical, current, and projected water use by customer <br /> category for the next 25 years for the City and the projection methodology used by the City to develop <br /> the 25-year projections. <br /> Chapter 5 Conservation Target Compliance restates that the City's 2020 per capita water use in gallons <br /> per capita per day(gpcd) met the compliance target defined by SB X7-7. <br /> Chapter 6 Water Supply Characterization describes the current water supply portfolio of the City as well <br /> as the planned and potential water supply projects and water exchange and transfer opportunities. <br /> Chapter 7 Water Service Reliability and Drought Risk Assessment describes the assessment of the <br /> reliability of the City's water supply service to its customers for a normal year, single dry year and five <br /> consecutive dry years scenarios. This section also includes a Drought Risk Assessment (DRA) of all the <br /> supply sources for a consecutive five-year drought period beginning 2026. <br /> Chapter 8 Water Shortage Contingency Planning is a brief summary of the standalone WSCP <br /> document which provides a structured guide for the City to deal with water shortages, incorporating <br /> prescriptive information and standardized action levels, lists the appropriate actions and water use <br /> efficiency measures to be taken to ensure water supply reliability in times of water shortage conditions, <br /> along with implementation actions in the event of a catastrophic supply interruption. <br /> Chapter 9 Demand Management Measures provides a description of the City's current and planned <br /> measures and programs to help the retail customers in its service area be water efficient and comply with <br /> the City's urban water use reduction targets. <br /> Chapter 10 Plan Adoption, Submittal, and Implementation provides a record of the process the City <br /> followed to adopt and implement its UWMP. <br /> CITY OF SANTA ANA <br />
