Traffic <br /> analysis to support the project will be prepared <br /> along detour routes and will include adjacent I-5 <br /> interchange ramp terminal intersections at Penn <br /> Way and 4th Street, and will include the corridors <br /> of Penn Way/Santiago Street, Santa Ana <br /> Boulevard, Grand Avenue and 4th Street and <br /> includes up to 15 study intersections. <br /> Traffic forecasts will be prepared using the same <br /> procedures as the Traffic/Circulation Study, <br /> utilizing OCTAM and new turning movement <br /> counts collected at the time of the TM P. Traffic <br /> analysis will be prepared using Synchro Software <br /> for peak hour conditions. A draft plan will be <br /> submitted for City and Caltrans review and we <br /> assume up to two rounds of responses to <br /> comments and submission as final. <br />
