Appendix <br /> ATTACHMENT 1 <br /> SCOPE OF WORK <br /> CITY OF SANTA ANA <br /> REQUEST FOR PROPOSALS <br /> SPILL RESPONSE, HAZARDOUS WASTE DISPOSAL, AND <br /> STORM DRAIN FACILITY MAINTENANCE SERVICES <br /> RFP NO. 26-018 <br /> INTRODUCTION/BACKGROUND <br /> The City of Santa Ana is 27.2 square miles and is located in central Orange County, California. <br /> Santa Ana is the most densely populated city in the county, with a total population of 338,247 and <br /> approximately 12,435 people per square mile. Santa Ana sits within three major watersheds: the <br /> Newport Bay watershed, the Santa Ana River watershed, and the Anaheim Bay/Huntington <br /> Harbour watershed. <br /> The City of Santa Ana is a co-permittee under the North Orange County Municipal Separate Storm <br /> Sewer System (MS4) Permit (Order No. R8-2009-0030, as amended by Order No. R8-2010- <br /> 0062). The Permit presents a series of technical, legal, and regulatory challenges to the City and <br /> as a result, the City has established a rigorous National Pollutant Discharge Elimination System <br /> (NPDES) compliance program. <br /> The Permit requires the City to reduce pollutants discharged in urban runoff to the "Maximum <br /> Extent Practicable". In order to comply with the Permit, the City is required to clean and maintain <br /> its MS4 and treatment control Best Management Practices (BMPs), respond to and eliminate <br /> illegal discharges and illicit connections, and conduct cleanup of pollutants that could potentially <br /> impact the MS4. <br /> The City's stormdrain system includes, but is not limited to: <br /> • Approximately 1,650 catch basins, most of which have been retrofitted with Connector <br /> Pipe Screen (CPS) or Auto-Retractable Screens (ARS) <br /> • 215 culverts <br /> • 20 open channels <br /> • Stormwater lift stations <br /> • Treatment control BMPs, such as: <br /> ■ Continuous Deflective Separation(CDS) Unit <br /> ■ Bioretention Basins <br /> ■ BioswalesNegetated Swales <br /> City of Santa Ana RFP 26-018 Page Al-1 <br />
