Resolution for Fiscal Year 2026-27 Senate Bill 1 Local Streets and Roads Funding <br /> Program <br /> June 2, 2026 <br /> Page 2 <br /> received approximately $8M in RMRA funds annually. There is currently no end date to <br /> this funding program. <br /> The City has utilized RMRA funding for various arterial street improvement projects. <br /> Examples of RMRA funded projects include Fairview Street Improvements (South City <br /> Limits to Alton), Grand Avenue Rehabilitation (Edinger Ave. to McFadden Ave.), and <br /> Bristol Street Rehabilitation (Santa Clara Ave. to Memory Ln.). <br /> During the RMRA program application period each year, local agencies are required to <br /> adopt a resolution that includes a list of planned eligible projects that will utilize <br /> respective fiscal year RMRA funding and submit the resolution to the California <br /> Transportation Commission (CTC) (Exhibit 1). Each proposed RMRA-funded project <br /> must be specifically identified and differentiated from other gas tax funding programs. <br /> For fiscal year 2026-27, the City is estimated to receive RMRA funding in the amount of <br /> $8,847,550. The City must submit a proposed fiscal year 2026-27 RMRA projects list to <br /> the CTC and, as required, provide updates on RMRA funded project progress. The <br /> proposed fiscal year 2026-27 projects list must include a project description, specific <br /> location, proposed schedule for its completion, and the project's estimated useful life. <br /> The proposed RMRA funded projects have been incorporated in the proposed fiscal <br /> year 2026-27 Capital Improvement Program Budget (Exhibit 2). The proposed projects <br /> for fiscal year 2026-27 were identified by the City's Pavement Management Program as <br /> high priority to maintain Santa Ana's Pavement Condition Index (PCI) citywide. Staff <br /> recommends that the City Council adopt a resolution recognizing the proposed fiscal <br /> year 2026-27 RMRA funded project list. <br /> ENVIRONMENTAL IMPACT <br /> There is no environmental impact associated with this action. <br /> FISCAL IMPACT <br /> Pursuant to the California Transportation Commission's Annual Reporting Guidelines for <br /> Local Streets and Roads Funding, Staff has identified three projects to be funded with <br /> anticipated fiscal year 2026-27 RMRA revenues of$8,847,550. <br /> FY26-27 CIP — S131 Road Repair and Accountability Act Project List <br /> Project Location Funding <br /> 17th Street Rehabilitation Grand Avenue to Cabrillo Park Drive $4,764,000 <br /> Broadway Street 17th Street to Mainplace Drive $2,800,000 <br /> Rehabilitation <br /> MacArthur Boulevard Harbor Boulevard to Fairview Street $1,283,550 <br /> Rehabilitation <br /> TOTAL $8,847,550 <br />
