SANTA ANA <br />Police Department <br />60 Civic Center Plaza <br />Santa Ana CA, 92701 <br />Supplemental Report <br />Case No. <br />2025-01014 <br />Incident Activity Summary: <br />Stolen/Recovered: (Report-wide)$0.00 $0.00 <br />Narrative: Narrative <br />On 01-15-2025, my partner Officer Rodriguez, F #3967, and I, Officer Hernandez #3716 were in police uniform <br />working in a two-man capacity while in a distinct marked black and white Santa Ana Police vehicle assigned to the <br />Traffic Division. While were were conducting follow up for a hit and run investigation, were heard over the radio of <br />officers requesting additional units regarding a subject inside a hotel room not compliant. <br />Upon hearing the radio broadcast, we responded to the location to assist, 1600 E. 1st Street, City of Santa Ana and <br />County of Orange. While driving to the location, we looked at the comments of the call which stated, "GUEST IN <br />ROOM 1007 HAS NOT PAID IN A COUPLE OF DAYS AND IS REF TO LEAVE...FREDDY WASHINGTON NFI". <br />Once we arrived, we were escorted by the manager to the 10th floor and directed to the location of other officers. I <br />observed officers at the end of the hall at the threshold of the hotel room #1007, talking to a Male Black, later <br />identified as Freddy Washington. Washington was seen sitting on a chair at the far end of the room adjacent to the <br />sliding windows of the balcony talking on a cellphone and with officers. Washington was given several commands to <br />comply with officers and come out of the room, however Washington refused. While we waited for Corporal Biebrich <br />#3570, Officer Corpus #3721 continued to talk to Washington to build rapport, but was agitated, uncooperative with <br />any directions given and wanted police to leave. <br />Once Corporal Biebrich arrived, a plan was formulated to enter the room to apprehend Washington. I was designated <br />as the less lethal and assigned to the taser. Once we all had our roles, we entered the room and officers made <br />contact with Washington. Washington continued to sit on the chair at the end of the room and once we closed the <br />distance, Washington looked toward us and yelled "I'm on the phone, what are you doing".
