contact with Washington, Washington began to actively resist officers by not providing his arms to officers in order to <br />take him into custody. I told Washington to stop, however he did not listen and continued to actively resist. I <br />broadcasted to dispatch and informed them officers were involved in a fight. <br />After informing dispatch officers were involved in a fight, Washington continued to actively resist by thrashing his body <br />and making it difficult for officers to place handcuffs on him. By this time, Washington and officers were on the hotel <br />room floor fighting with Washington. I informed Washington to stop or he would be tased. I placed my department <br />issued taser on his right thigh in an effort to get compliance but did not tase him. Although Washington stopped <br />thrashing his body, he was uncooperative and not following instructions given to him by officers. I told Washington to <br />stop fighting and get on his stomach but there was no response. At this moment, officers were arranging themselves <br />while keeping control of Washington limbs due to small space and all of Washington's belongings scattered around <br />the room. Once again, I told Washington to stop fighting or he would be tased. Washington replied, "I'm not fighting". I <br />then told Washington to give us his arm and Washington replied "No". Based on his response it was apparent, <br />Washington did not comply with our directions and continued to resist by not placing his arms behind his back. <br />Officers were able to overcome Washington's resistance and place handcuffs on him. Upon placing Washington in <br />custody, I requested for medics to our locations and a supervisor. While we waited, Washington continued to be <br />verbally aggressive toward officers by yelling profanities. <br />Based on Washington's attitude toward us and to avoid further altercation, we utilized a restraining device known as <br />the "WRAP".
