After being contacted while seated, I could see Freddie pull away from Officers and move his hands towards the front <br />of him and near his unsearched waistband. Freddie then stood up and moved away from the Officers, and towards <br />door, which was towards me. As Officers struggled to overcome Freddie’s resistance, he was pushed towards the <br />bed. The mattress was pushed slightly off, exposing the boxspring. Freddie was laid over the bed, but he placed one <br />of his feet on the exposed boxspring, bracing against it and preventing Officers from moving Freddie to the ground to <br />be handcuffed. During this struggle, I saw Freddie’s left arm come free and was unattended. I grabbed his arm with <br />my hands to control it and prevent him from reaching for any weapons on his unsearched person, or anywhere in the <br />disheveled and unsearched hotel room. <br />Eventually, Freddie was moved backwards off the bed, and onto the floor. Freddie was on his left hip and his left <br />shoulder was on the ground. I controlled his right arm while Officer Rodriguez gained control of Freddie’s right wrist <br />and moved it behind his back. I then took control of Freddie’s wrist as we moved him into the prone position. I held <br />Freddie’s right wrist behind his back until Officers were able to bring Freddie’s left behind his back and placed him <br />into handcuffs. Freddie appeared to be kicking and buck as Officers moved Freddie onto his left side and held him to <br />the ground. Based on still be combative, despite being in handcuffs, I returned to my patrol vehicle to obtain the <br />WRAP restraint device. I decided the application of the WRAP would be necessary to protect Freddie from harming <br />himself or other Officers. <br />WRAP Restraint Application <br />I removed the ankle restraint and handed it to Officer Mondragon who applied it. I then prepared the leg wrap portion <br />of the device and began to stage it. While Freddie was still in the prone position, I placed the leg wrap portion of the <br />device on the ground to the right of Freddie. Officer Mondragon lifted Freddie’s legs off the ground briefly, and I <br />placed the device under his knees while Officer Rodriguez pulled it to the other side, and Officer Mondragon <br />immediately lowered Freddie’s legs onto the device. I then connected the three buckles, closing the device around <br />Freddie’s legs, and tightened them. Officers then briefly rolled Freddie onto his left side, allowing me to further tighten <br />the three straps on the leg device before he was placed back in the prone position. The upper body restraint was then <br />laid over Freddie’s back. The other Officers then completed the entire application of WRAP. I checked and said out <br />loud that Freddie had a gap between his chest and the restraint, he was sitting up straight, and he could, and was, <br />breathing. <br />OFCA arrived on scene and attempted to check Freddie’s vitals. FALK ambulance arrived to transport him to Orange <br />County Global Medical Center. I assisted other Officers by grabbing the WRAP handle near Freddie’s ankles and <br />lifting him onto the gurney. <br />This concluded my involvement in the incident. <br />J.
