<br />A total of 16 bids were received and all but one were responsive. PacWest Engineering submitted
<br />a mathematically unbalanced bid that did not reflect the actual costs to construct the project;
<br />therefore, making their bid nonresponsive. The lowest bid was submitted by J. Desigio
<br />Construction, Inc., for $1,598,092, which is below the Engineer's estimate of $2,100,000.
<br />ENVIRONMENTAL IMPACT
<br />In accordance with the California Environmental Quality Act, the proposed project is exempt from
<br />future review. Categorical Exemption Environmental Review No. 2010-25 been filed for the project.
<br />FISCAL IMPACT
<br />The funding analysis shows a total estimated construction cost of $1,997,500 for the project
<br />(Exhibit 2). Funds are available in the Water Utility Capital Projects Fund (accounting unit
<br />06617647-66301).
