<br /> <br /> Exhibit A-2 <br /> <br /> Santa Ana Boulevard Grade Separation Project <br /> <br /> Scope of Services for Completion of the Project Approval/Environmental Document <br /> Phase <br /> Description of Project <br /> The development and construction of this project is being undertaken by the City of Santa Ana (City), who will also be <br /> serving as the project's administrator for the preliminary studies, environmental documentation, design, right-of-way <br /> engineering, right-of-way acquisition, and construction. <br /> The selection of the preferred alignment for the Santa Ana Boulevard Grade Separation will require the approval of the <br /> City and SCRRA/OCTA. The selection of the locally preferred alternative, early in the project development process, is <br /> critical in maintaining the schedule for the project's completion. As stakeholders in the project, local community and <br /> business owner acceptance of the recommended alignment is a prerequisite for City approval and a successful project. <br /> The proposed project will construct a Grade Separation at the crossing of Santa Ana Boulevard, with the <br /> SCRRA/OCTA Metrolink line (Metrolink). Phase 1 of the Project is Preliminary Engineering, requiring an <br /> investigation as to the most cost-effective alternative for separating the grades, beginning with a simplified Project <br /> Study Report Equivalent (PSRE), and culminating in a Project Report Equivalent (PRE), a recommendation; and <br /> submitting a Notice of Exemption (Statutory Exemption) as a part of the California Environmental Quality Act <br /> (CEQA). Phase 1 concludes with the acquisition of right of way. Phase 2 of the Project development will require final <br /> design: plans, specifications and cost estimates for the construction of project; and relocation of utilities. We shall <br /> submit a CD to the City, which will include all surveying, environmental reports, technical studies, the PSRE, the PRE, <br /> the design files, both plans and specifications, and any supporting documents produced during the course of the project <br /> development. This scope of services is written for Phase 1 only. <br /> Description of Work <br /> General Description of Required Services <br /> Phase 1 - Preliminary Engineering, PSRE, and PRE <br /> AECOM shall provide professional and technical engineering services necessary to investigate alignment alternatives, <br /> prepare a PSRE, documenting potential solutions to the project's purpose and need; a PRE, recommending an <br /> alternative; and providing the necessary documentation to obtain environmental clearance. Work will include, but not <br /> necessarily be limited to, preliminary engineering, field surveys, obtaining SCRRA/OCTA design requirements, traffic <br /> studies, geometric layouts, preliminary right-of-way layouts, and order of magnitude cost estimates. AECOM shall <br /> assist the City in any public meetings, City Council presentations, and meetings with area business owners. The work <br /> in Phase 1 is more fully described later within this Scope of Services. <br /> Proposed Project <br /> The proposed project is to grade separate Santa Ana Boulevard at the Metrolink at-grade crossing. <br /> Highway Alignments <br /> The roadway width, and subsequent right of way width, will be determined based upon the City's General Plan for <br /> Santa Ana Boulevard, as reinforced by the projected traffic volumes generated by our traffic studies, as described later <br /> within this scope, and the number of lanes required for the year 2035 to provide a minimum Level of Service required <br /> by the City. <br /> The vertical alignment of the road will be designed to conform to sight distance and safety standards. <br /> Citv of Santa Ana <br /> 25G-152 <br />
