<br /> <br /> <br /> <br /> Structural Improvements <br /> The proposed Santa Ana Boulevard Grade Separation, and the associated retaining walls shall be studied to determine <br /> the most cost effective and efficient structural type, and this will include both pre-cast concrete and steel through plate <br /> girder alternatives. The crossing will also be studied in terms of providing an aesthetic bridge structure. <br /> Applicable Standards <br /> The PSRE shall be prepared similar to CALTRANS' regulations, policies, procedures, manuals and standards- The <br /> following items a. through d. are not all-inclusive but are intended only to illustrate types of sources. <br /> a. The PSRE will be prepared similar to Caltrans' Project Development Procedures Manual Appendix L - <br /> Preparation Guidelines for Project Study Report. <br /> b. Roadway design shall be in general conformance with the current CALTRANS Highway Design Manual, <br /> Standard Plans and Specifications in English Units. <br /> C. Plans and estimates shall be prepared in general conformance with the current editions of the CALTRANS <br /> Plans, Specifications and Estimates Guide, Standard Plans and Standard Specification, and Basic Engineering <br /> Estimating System or as required by the City. <br /> d. This PSRE shall be performed in accordance with CALTRANS and AASHTO standards and practices. Any <br /> exceptions to applicable design standards shall be approved by the City via the process outlined in <br /> CALTRANS' Highway Design Manual and appropriate memorandums and design bulletins published by <br /> CALTRANS. <br /> The PRE shall be in accordance with CALTRANS' regulations, policies, procedures, manuals and standards. Any <br /> exceptions to applicable design standards shall be approved by the City and Caltrans via the process outlined <br /> in the CALTRANS' Highway Design Manual and appropriate memorandum and design bulletins published by <br /> CAI-TRANS. <br /> Project Understanding <br /> We will obtain Project Approval and Environmental Clearance for the Santa Ana Boulevard Grade Separation Project, <br /> and this shall be done by preparing a PSRE, a PRE, a Statutory Exemption (SE), and Categorical Exclusion (CE). <br /> We will prepare and obtain approval from the City, the SCRRA/OCTA, Caltrans, and the Federal Highway <br /> Administration (FHWA). The PRE will examine roadway alternatives documented in the approved PSRE, based upon <br /> forecast traffic volumes, and existing topography, as well as alternatives for the crossing type, and shall recommend a <br /> preferred alternative, as well as the approval of the environmental document. <br /> We will establish relationships with all the stakeholders in the project to solicit input and develop consensus during the <br /> project development process. Input from all stakeholders will be solicited early in the process and will continue <br /> throughout project development to facilitate timely review and approval of the project- <br /> City of'San/a Ana <br /> 25G-153 <br />
