Ill. AFFORDABLE HOUSING COMPONENT <br />The Agency's primary goal is to comply with the affordable housing requirements imposed by <br />the CRL in a responsible manner. The affordable housing activities identified in the <br />Implementation Plan will be undertaken over the duration of the Redevelopment Plan for the <br />Merged Project Areas, and will ensure that the Agency is in compliance with the CRL. <br />The CRL requires that certain housing requirements be fulfilled during five- and 10-year <br />increments; and over the remaining Merged Project Area life. Specifically, the inclusionary <br />housing production requirement must be met every 10 years, and over the life of the Merged <br />Project Area. Comparatively, the proportionality tests must be achieved between January 1, <br />2002 and December 31, 2014, and then again in 10-year increments throughout the Merged <br />Project Area life. <br />A. APPLICABLE AFFORDABLE HOUSING REQUIREMENTS <br />CALIFORNIA REDEVELOPMENT LAw REQUIREMENTS <br />A California redevelopment agency has three primary responsibilities relative to affordable <br />housing: <br />¦ To deposit and expend a percentage of tax increment revenue for the provision of <br />affordable housing (Housing Set-Aside Requirement) into a separate fund (Affordable <br />Housing Fund). <br />¦ To cause specified percentages of new or rehabilitated housing units in a Merged Project <br />Area to be available at affordable housing cost (Inclusionary Housing Production <br />Requirement). <br />¦ To replace affordable housing units removed from the housing stock as a result of <br />redevelopment activities (Replacement Housing Requirement). <br />Santa Ana Community Redevelopm <br />For the Merged Santa Aria Redevelc <br />'i,cy ImpJ?ny?i6o Plan <br />Project ?Af.11 4/ <br />July 1, 2010 to June 30, 2015 <br />Page 40 <br />1
