City of Santa Ana <br />C. WORK PLAN <br />The Santa Ana Public Works Department (City) can expect efficient and effective delivery of <br />environmental consulting services from SCS. Based on our professional experience and <br />knowledge of the environmental conditions throughout Orange County, SCS will identify <br />preferred alternatives to address areas of concern, develop plans to appropriately address <br />hazardous materials, and obtain regulatory agency approvals. To obtain regulatory compliance, <br />minimize liabilities, and resolve environmental challenges, SCS will commit all necessary <br />resources to provide the City with the highest quality, cost-effective environmental consulting <br />services. <br />C1. PROJECT MANAGEMENT APPROACH <br />Successful project management is founded on effective client communication, project planning, <br />budgeting, and scheduling. SCS embraces value engineering principles and strives to find <br />opportunities for efficiency in our work including appropriate staffing (using higher billing rate <br />individuals strategically in combination with junior/lower billing rate staff) and competitively <br />bidding all subcontracted work. SCS proactively seeks client input and feedback about risk <br />management preferences, with an eye to controlling cost while pursuing an appropriate work <br />scope. <br />A typical work flow for any "as-needed" requests will proceed as follows: <br />• When a request is received from the City, the.SCS Project Manager will respond on <br />the same day, preferably within 4 hours; if the Project Manager is unavailable, the <br />Task Leader will respond within 4 hours. <br />• SCS will provide the City with an initial analysis of their request and assessment by <br />phone, if possible. <br />A scope team is assembled to develop a cost-effective and technically sound project <br />objective and approach. <br />• A budget is prepared, incorporating vendors or subcontractors costs, as necessary. <br />• A detailed, written proposal is submitted to the City. The proposal includes cost <br />breakdowns, schedule, purpose and scope of work, and any viable alternatives to <br />maximize efficiency. <br />• Value engineering is conducted in collaboration with the City, and the scope is <br />reviewed to ensure it meets City requirements. <br />• After the City approves the proposal, as appropriate, a "kick-off' meeting is held with <br />all the project team members to discuss budget, schedule, and tasks. <br />13 <br />25C-120
