*City of Santa Ana <br />Periodic project meetings are held to review specific performance and adherence to <br />budgets. Any changes in the anticipated fee for the project are communicated in <br />writing to the client for review and approval prior to incurring the cost. <br />e The method, timing, and frequency of project updates are established with the City. <br />Once established, the Project Manager will provide routine updates according to the <br />client's established preferences. <br />• The Project Manager reviews the project costs and prepares invoices monthly. <br />• A client feedback task survey, requesting performance input, is sent to the City at the <br />end of a project. <br />Embracing the principle of continuous improvement, we benchmark all of our projects for <br />quality, timeliness of deliverables, and overall client satisfaction. We seek out feedback to <br />continuously improve our work. <br />Quality Assurance and Quality Control <br />Quality assurance and quality control (QA/QC) and health and safety standards are maintained <br />throughout an assignment. All deliverables are reviewed by the Project Director and Project <br />Manager for accuracy and clarity. All services will conform to appropriate professional <br />standards and the applicable local, state, and federal regulations (i.e., US EPA, Cal-EPA, <br />Regional Water Quality Control Board (RWQCB), Santa Ana Fire Department, Orange County <br />Health Care Agency, and ASTM). <br />Our strategy for dealing with inquiries and requests from the City is designed so that SCS can be <br />relied upon to provide prompt, consistent service. During those inevitable instances when the <br />Project Manager is not readily available, SCS has the resources to ensure an alternate will be <br />ready to "get the ball rolling" so that the City gets the response it needs. <br />C2. SCOPE OF SERVICES <br />Phase 1 Environmental Site Assessment (ESA) <br />SCS will coordinate Phase I ESAs to be performed in accordance with 40 CFR 312 and with <br />ASTM Standard E1527-05, the applicable standards for All Appropriate Inquiry (AAI). The <br />ESA team will be overseen by Mr. Kevin W. Green, PG, REA, and Mr, J. Rodney Marsh, REA. <br />Mr. Green is a Vice President and Project Director, and Mr. Marsh is a Project Manager of the <br />firm. Both have been involved in the completion of over 1,000 Phase I ESA reports, as well as <br />numerous other ESA-related projects involving third party reviews and litigation support. <br />Following authorization to proceed from the client, SCS will immediately designate one or more <br />staff for the project (as project needs require) and initiate procurement of supporting <br />documentation for the ESA such as regulatory database reports, historical information (e.g., <br />Sanborn maps, city directories, and aerial photographs), previous environmental reports, <br />regulatory file reviews, etc. SCS will also ensure that site access is available, identify land <br />14 <br />25C-121
