City of Santo Ana <br />• City business directories. <br />• Chain-of-title reports provided by the client. <br />• Building permits. <br />o Other reports and maps as made available by the client. <br />Appropriate personnel will be interviewed, as necessary, to obtain additional information on the <br />historical use of the site. Also, as part of this task we will review readily available information <br />regarding the topography, geology, hydrogeology, and soils of the site vicinity. This information <br />may include, but is not limited to USGS topographic maps, California Division of Mines and <br />Geology geologic surveys, RWQCB designation of surface and groundwater uses, available <br />USGS groundwater reports, and available US Soil Conservation reports. Available information <br />on the flow direction and depth of groundwater within the site vicinity will also be reviewed. <br />Task 4. Additional Requirements <br />Qualifying for one of the CERCLA liability protections offered by the Small Business Liability <br />Relief and Brownfields Revitalization Act of 2002, 40 CFR Part 312 requires that the user <br />provide the following information to the Environmental Professional: <br />• Environmental cleanup.liens filed or recorded against the site. <br />o Activity and land use limitations that are in place on the site or that have been filed or <br />recorded in a registry. <br />• Specialized knowledge or experience of the person seeking to qualify to CERCLA <br />liability protections. <br />• Relationship of the purchase price to the fair market value of the property as if it were <br />not contaminated. <br />• Commonly known or reasonably ascertainable information about the property. <br />• The degree of obviousness of the presence of contamination at the property, and the <br />ability to detect the contamination by appropriate investigation. <br />Research in connection with the above-referenced requirements is outside the standard scope of <br />work of the Environmental Professional completing a Phase I Assessment for the user. <br />However, if required, SCS can conduct a search for environmental liens and activity use <br />limitations (AUU). The cost and time required will be provided upon client request. <br />Task 5. Data Evaluation, Figure Preparation, and Assessment Report <br />After completing the site and site vicinity reconnaissance and data review, this information will <br />be evaluated and formatted for inclusion into a written report by a staff professional. The report <br />will include an assessment of the likelihood that recognized environmental conditions exist at the <br />site from current or historical site land use, or from a known and reported off-site source. A site <br />location map, site plan, and often a site and vicinity map are provided. Photographs (and, if <br />requested, a videotaped reconnaissance of the site), copies of appropriate regulatory and <br />17 <br />25C-124
