In regard to traffic noise impacts, the project as proposed in the 2009 Addendum would result in 758 <br />fewer trips per day than the project approved in 2005. The addition of 24 residential units is not <br />anticipated to create a substantial noise increase either operationally or due to increased traffic. Noise <br />impacts due to traffic will be less than originally analyzed. Therefore, the FEIR remains adequate and <br />complete with respect to noise impacts from traffic. <br />d) Would the project result in a substantial temporary or periodic increase in ambient noise levels in the <br />project vicinity above levels existing without the project? (No Substantial Change from Previous <br />Analysis) <br />Development of the project will have no new or more severe impacts related to temporary or periodic <br />increases in ambient noise levels beyond those addressed in the FEIR. Therefore, the FEIR remains <br />adequate and complete with respect to this topic. <br />e) For a project located within an airport land use plan, or where such a plan has not been adopted, <br />within two miles of a public airport or public use airport, would the project expose people residing or <br />working in the project area to excessive noise levels? (No Substantial Change from Previous <br />Analysis) <br />John Wayne Airport is approximately 1.1 miles south of the project site. However, the project site is <br />outside of both Noise Impact Zones 1 and 2. Mitigation measures have been identified to reduce the <br />potential to expose people residing or working in the project area to excessive noise levels. Develop- <br />ment of the project will have no new or more severe impacts beyond those addressed in the FEIR. <br />Therefore, the FEIR remains adequate and complete with respect to this topic. <br />� For a project within the vicinity of a private airstrip, would the project expose people residing or <br />working in the project area to excessive noise levels? (No Substantial Change from Previous <br />Analysis) <br />Development of the project will have no new or more severe impacts beyond those addressed in the <br />FEIR. The project is not located in the vicinity of a private airstrip. Therefore, the FEIR remains <br />adequate and complete with respect to this topic. <br />XIII. Population and Housing <br />a) Would the project induce substantial population growth in an area, either directly (for example, by <br />proposing new homes and business) or indirectly (for example, through extension of roads of other <br />infrastructure)? (No Substantial Change from Previous Analysis) <br />While the original project approval included 276 low -rise residential units, the proposed project <br />includes 300 units. However, the 2009 Addendum eliminated 14 lofts that were originally approved in <br />the FEIR, for a net gain of 10 residential units in the proposed 2011 Addendum. This does not <br />represent a substantial population growth and the analysis in the FEIR remains adequate and complete. <br />b) Would the project displace substantial numbers of existing housing, necessitating the construction of <br />replacement housing elsewhere? (No Substantial Change from Previous Analysis) <br />The project site does not currently contain housing, and no housing will be displaced by project <br />construction. Development of the project as modified will have no new or more severe impacts than <br />those analyzed in the FEIR.
