c) Would the project displace substantial numbers of people, necessitating the construction of <br />replacement housing elsewhere? (No Substantial Change from Previous Analysis) <br />As noted above, no existing housing will be displaced necessitating the construction of replacement <br />housing. No new or more severe impacts than those analyzed in the FEIR will occur and, therefore, the <br />FEIR remains adequate and complete. <br />XIV. Public Services <br />a) Would the project result in substantial adverse impacts associated with the provision of new or <br />physically altered governmental facilities, need for new or physically altered governmental facilities, <br />the construction of which could cause significant environmental impacts, in order to maintain <br />acceptable service ratios, response times or other performance objectives for any of the public <br />services? Fire Protection? Police Protection? Schools? Parks? Other Public Facilities? (No <br />Substantial Change from Previous Analysis) <br />The FEIR analyzed the impacts to the Santa Ana Unified School District based on the addition of <br />approximately 787 students for the entire MacArthur Place project as approved in 2005. The Santa Ana <br />Unified School District was experiencing severe overcrowding and mitigation was included in the <br />FEIR requiring the developer to pay school impact fees in accordance with Senate Bill (SB) 50. The <br />payment of fees will be required prior to the issuance of a building permit and no additional or more <br />severe impacts than were previously identified will occur. Therefore, the FEIR remains adequate and <br />complete with regard to impacts on schools. <br />The proposed project will require fire, police, and emergency services. Mitigation Measures in the <br />FEIR were designed to minimize potential impacts to such services. The FEIR provides for <br />coordination with public service providers to ensure their ability to serve the project. The project will <br />have no new or more severe impacts to fire, police, and emergency services beyond those addressed <br />and mitigated in the FEIR. Therefore, the FEIR remains adequate and complete with respect to this <br />topic. <br />XV. Recreation <br />The FEIR provides for the payment of Park Acquisition and Development Fees, parkland dedication or in- <br />lieu fee payments to reduce impacts to recreation facilities. <br />a) Would the project increase the use of existing neighborhood and regional parks of other recreational <br />facilities such that substantial physical deterioration of the facility would occur or be accelerated? (No <br />Substantial Change from Previous Analysis) <br />An evaluation of the impacts to recreation related to the project was presented in the FEIR. As noted in <br />the FEIR, the proposed project will include on -site recreation amenities for residents and guests. As <br />currently proposed, the amenities for the condominium component will now be located on the <br />roof /deck of the parking structure rather than in ground -level courtyards as analyzed in the FEIR. <br />Additional amenities beyond what was originally planned are now included, resulting in an additional <br />benefit to residents. The project will have no new or more severe impacts beyond those addressed in <br />the FEIR.
