Chapter 2 CEQA Findings <br /> <br /> <br />Impact Statement <br /> <br />Evidence/Rationale Supporting Findings <br /> <br />Mitigation Measures <br /> <br />Findings Level of <br />Significance after <br />Mitigation <br />impact. conservation measures (such as energy- <br /> efficient lighting and microprocessor <br /> controlled HVAC equipment) to reduce the <br /> demand for electricity and natural gas as part <br /> of the project design. The energy <br /> conservation measures shall be subject to <br /> modification as new technologies are <br /> developed, or if current technology becomes <br /> obsolete, through replacement and shall be <br /> reviewed by the Planning and Building <br /> Agency prior to issuance of a building permit. <br />GLOBAL CLIMATE CHANGE <br />Impact 4.13-1 Long-term <br />cumulative development <br />pursuant to the Transit <br />Zoning Code at full build-out <br />would result in significant <br />localized air quality impacts <br />for operational level <br />emissions. As a whole, this <br />impact is significant for <br />operational emissions due to <br />the size of the Transit Zoning <br />Code (SD 84) area. <br />The project will generate emissions from <br />carbon dioxide, methane and nitrous <br />oxide. Long-term cumulative development, <br />and attendant construction activity, <br />pursuant to the Transit Zoning Code at full <br />build-out would generate GHG emissions <br />during the construction period from <br />operation of construction equipment. <br />Long-term cumulative development <br />pursuant to the Transit Zoning Code at full <br />build-out would result in significant air <br />quality impacts for operational level <br />emissions. <br />While implementation of mitigation <br />measures MM4.13-1 through MM4.13-7 <br />would reduce construction-related and <br />operational emissions, they may not <br />reduce these emissions to levels below <br />the SCAQMD thresholds as the amount of <br />emissions generated for each project <br />would vary. Under these conditions, no <br />further feasible mitigation measures are <br />MM4.13-1 All diesel fueled construction <br />equipment shall be classified EPA Tier II or <br />better emission efficiencies. <br />MM4.13-2AII construction equipment shall be <br />shut off when not in use and shall not idle for <br />more than five minutes, unless actively <br />engaged in construction activities. <br />MM4.13-3Queuing of trucks on- and offsite <br />shall be limited to periods when absolutely <br />necessitated by grading or construction <br />activities. <br />MM4.13-4AII on-road construction trucks and <br />other vehicles greater than 10,000 pounds <br />shall be shut off when not in use and shall not <br />idle for more than 5 minutes. <br />MM4.13-5To the extent feasible, all diesel- <br />and gasoline-powered construction <br />equipment shall be replaced with equivalent <br />electric equipment. <br />MM4.13-6Project plans and specifications <br />shall include policies and procedures for the <br />Finding 1 <br />The City finds that changes or alterations have <br />been required in, or incorporated into, the <br />project which would avoid or substantially <br />lessen the significant environmental effect as <br />identified in the final EIR. <br />Finding 3 <br />The City finds that specific economic, social, or <br />other considerations make infeasible additional <br />mitigation. Specifically, the City finds that no <br />additional feasible mitigation measures exist <br />that would avoid or substantially reduce this <br />impact.
