i <br />ame <br />INDUSTRIAL /COMMERCIAL INSPECTOR TRAINING OUTLINE <br />North Orange County MS4 Permit <br />Prepared by: AMEC <br />Required Background Training /Education <br />❑ 40 -Hour HAZWOPER Training <br />❑ Must be proficient with Microsoft Access and Excel (internal training provided) <br />General Background Materials /Resources to be Reviewed (provided on CD) <br />• County of Orange MS4 NPDES Permit (R8- 2009 -0009) <br />Review entire permit, with focus on Section 1X and X. <br />• Drainage Area Management Plan, Section 9 and 10 (Existing Development and ID /IC) <br />• Model Investigative Guidance for the Orange County ID /IC Program <br />• NPDES General Permit for Discharges of Storm Water Associated with Industrial Activity <br />Inspector must have an understanding of the requirements of this permit and how they relate to <br />the MS4 permit and the inspections/IDlIC investigations performed, inspector must also be able <br />to identify whether a facility appears to require coverage under the Permit. <br />• NPDES General Permit for Discharges of Storm Water Associated with Construction Activity <br />Inspector must have a general understanding of the requirements of this permit and how they <br />relate to the MS4 permit and the inspectionsllD /IC investigations performed. <br />• County of Orange Enforcement Consistency Guide (only if assisting City with enforcement <br />activities) <br />❑ CASQA industrial /Commercial BMP Handbook <br />All inspectors should have a box of BMP materials for distribution as necessary when performing <br />field inspections. BMP materials will be composed of CASQA BMPs, County BMP handouts and <br />City - speck BMPs. DAMP Section 9 refers to BMP associated with specific <br />industriallcommercial operations. <br />❑ Standard Industrial Classification Manual (1987) and OSHA SIC Code web -site <br />http://Www.osha.gov/pls/imis/sicsearch.htmi <br />Inspector must be able to identify whether a facilities existing SIC appears correct and <br />suggestlnote what SiC may be more appropriate. <br />City Specific Background Materials <br />• Database Training <br />Training includes data entry, synchronization, and any other information that is necessary to <br />efciently use the tracking database. These databases are developed based on each city's <br />inspection form and program requirements. <br />• Local Implementation Plan for City, Section 9 and 10 <br />• Local Water Quality Ordinance <br />Review applicable ordinance and understand what type of release constitutes a violation under <br />the ordinance. <br />• Internal City Procedures /Documents <br />If the City has developed procedures or guidance materials for enforcement, investigation, etc. <br />(these would be aside from the LiP), the Inspector should read and be familiar with these <br />Page 1 of 3 <br />
