INTELLIGENT COMMUNITY UEV ELO PM ENT <br />February 8, 2011 <br />Mr. David Ream, City Manager <br />CITY OF SANTA ANA <br />Civic Center -City Hall <br />Santa Ana, CA 92701 <br />PROPOSAL FOR REDEVELOPMENT CONSULTANT SERVICES <br />Dear Mr. Ream: <br />Via EiecEronic Maf! <br />It is our understanding that the City of Santa Ana Community Redevelopment Agency <br />("Agency") seeks assistance from a qualified redevelopment consultant to provide <br />interim project coordination and management services. This need is the outcome of the <br />pending retirement of the current Deputy City Manager for Development Services. This <br />proposal outlines RSG's proposed scope of services to meet this need. RSG is able to <br />provide general redevelopment and economic development consulting services on a <br />time-and-materials basis. Consultant scope of services includes all aspects of <br />redevelopment project implementation. Specific assignments would be subject to prior <br />authorization by the City Manager. <br />STAFFING AND SCHEDULE <br />Kathleen Rosenow, Principal will be assigned to provide interim services outlined below. <br />Ms. Rosenow has over thirty years of experience in guiding and managing <br />redevelopment projects, and managing professional and support staff. As a principal of <br />RSG since 1979, Ms. Rosenow has coordinated numerous redevelopment efforts for <br />over 50 redevelopment agencies statewide. Her assignments have included project <br />area formation, fiscal and financial oversight, development agreement negotiation, <br />reporting requirements, community outreach, affordable housing, and project <br />management- <br />Ms- Rosenow will work from City Hall two to three days per week as may be needed on <br />an interim basis.
