<br />Philip Law, Professional Engineer, has more than 18 years of experience in
<br />CPM scheduling, project controls and construction claims for transportation
<br />and public works projects. Mr. Law has in-depth expertise in analyzing
<br />claims related to delays, disruptions, accelerations, production losses, cost ?
<br />escalations, and differing site conditions.
<br />Mr. Law served as a Senior Scheduling and Cost Engineer, Senior Project
<br />Engineer, CPM Consultant, and Claims/Task Manager for top ENR Top 10-
<br />100 firms. He provided services, including CPM-based scheduling and cost
<br />controls, change order review and negotiations, claims avoidance and
<br />mitigations, as well as expert testimony in construction arbitrations. As an
<br />attorney in California, Mr. Law also has specific knowledge of provisions in
<br />California's Government Codes, Public Contract Codes, and False Claims
<br />statutes at both state and federal levels.
<br />Mr. Law has provided expert testimony for construction arbitrations of
<br />disputes over highway-related projects. In developing his findings, Mr. Law
<br />used documentary and testimonial supports not only to establish his own
<br />opinions but also to contradict opposing experts' conclusions. His expertise,
<br />with efforts from counsels, has resulted in favorable awards.
<br />Mr. Law has provided claim and CPM training to various owners, and
<br />presented claims and scheduling related seminars with American Association
<br />of Cost Engineers (AACE). His specialized computer software experience
<br />includes Primavera Project Planner (133), SureTrak, Time Machine, Claims
<br />Digger, Expedition, and Microsoft Project.
