Exhibit 3 <br />0 SAN LORENZO SEWER LIFT STATION <br />■EJ ENVIRONMENTAL IMPACT REPORT S.0 ExECUnyE SUMMARY <br />• To construct a new sewer lift station (the San Lorenzo Lift Station) near the intersection of South <br />Bristol Street and West Segerstrom Avenue to replace an existing lift station that has exceeded its <br />design life (the Segerstrom Lift Station). <br />• To install modern lift station equipment and associated wastewater conveyance infrastructure to <br />�..:ao system edundaneies in alder to reduce the potential of a sewer spill or equipment failure. <br />• To provide a lift station facility in which electrical components of the facility are housed above <br />ground so as to preclude the potential for electrical failure during peak storm events (due to <br />flooding). <br />• To construct a lift station facility that provides sufficient access space for maintenance of the lift <br />station facility. <br />• To avoid detrimental effects to existing businesses during construction and long, -term operation of <br />the lift station facility to the extent feasible. <br />• To improve safety for both motorists and City workers by providing for an above - ground lift station <br />facility located outside of existing roadway rights -of -way. <br />• To minimize odor - related nuisances to land uses in close proximity to the new sewer lift station <br />through the installation of a gravity odor control system. <br />• To install landscape and hardscape improvements in areas that will be disturbed by lift station and <br />associated subsurface infrastructure construction. <br />• To safely demolish and abandon the existing Segerstrom Lift Station in accordance with applicable <br />federal, state, and local regulations and standards. <br />5.2.3 PROJECT DESCRIPTION SUMMARY <br />The City of Santa Ana is proposing to construct and operate a new sewer lift station (the San Lorenzo Lift <br />Station) to be located at the end of the western terminus of San Lorenzo Avenue, immediately north of West <br />Segerstrom Avenue and south of an existing alley. The proposed sewer lift station would replace the existing <br />Segerstrom Lift Station, which is located beneath South Bristol Street approximately 7$0 -420 linear feet to <br />the west of the proposed new lift station site. The existing Segerstrom Lift Station has exceeded its design <br />life and would be demolished and abandoned once the proposed San Lorenzo Lift Station is operational. <br />The proposed lift station would be housed within an approximate 8 -foot by 30 -foot block structure, <br />measuring approximately 17 feet in height. The structure's exterior walls would be tan in color and the roof <br />material would be composed of brown metal roofing with a simulated Spanish tile pattern. Access into the <br />interior of the structure would be provided via two doors on the southern face of the structure and two doors <br />on the eastern face of the structure. Exterior lighting would be limited to security lighting above the entrance <br />doors. The following facilities would be installed within or beneath the block structure: electrical panels and <br />control center; a below - ground wet well of sufficient size and depth to prevent back up and surcharging of <br />the upstream sewer mains; a below - ground dry well to house the pumps, motors, associated equipment and <br />appurtenances; a gravity odor control system; and a stairway access into the dry well. <br />In order to construct the San Lorenzo Lift station in its proposed location, a temporary construction easement <br />would be placed over an approximately 49&-465 square- foot s.f.) area west of the western terminus of San <br />Lorenzo Avenue and immediately neFth of West Sege - str-o. , n ..entieto the west and north of the proposed lift <br />station facility.
