Chapter 3 Findings Regarding Project Alternatives Attachment "A" <br />circulation. Implementation of this alternative would otherwise be similar to the proposed Project <br />during construction conditions. <br />Development of a lift station at Alternative Site No. 8 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines (as discussed in Section 5.2.3). <br />3.4.10.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 8 in <br />comparison to the proposed Project site are shown in Final EIR Table 5 -1 and described in detail in <br />RDEIR Section 5.4.10. This alternative would avoid the proposed Project's significant and <br />unavoidable impact associated with Construction Configuration C.2; however, this alternative would <br />create a significant and unmitigable near -term impact to transportation /traffic due to a LOS <br />deficiency that would occur for approximately sixteen (16) days during construction, which is a <br />slight reduction in comparison to the proposed Project, which would result in a deficient LOS for up <br />to twenty -five (25) days during construction. However, construction of a lift station at Alternative <br />Site No. 8 would also result in inadequate parking capacity at an existing medical office building <br />both during construction and long -term operation. Near- and long -term impacts to parking at <br />Alternative Site No. 8 would be a significant and unmitigable impact. As such, impacts to <br />transportation /traffic would be greater at Alternative Site No. 8 as compared to the proposed Project. <br />Total construction- related air quality /greenhouse gas emissions would be reduced under this <br />alternative due to a slightly shorter construction period, although average daily construction <br />emissions would be similar to the proposed Project. Long -term odor - related impacts would be <br />slightly reduced under this alternative, though as with the proposed Project mitigation still would be <br />required to minimize to the extent feasible the proposed Project's potential to generate substantial <br />odor impacts. In addition, construction noise levels would be slightly reduced under this alternative <br />due to a slight increase in the distance to sensitive receptors; however, construction noise impacts <br />would be less than significant under both this alternative and the proposed Project. Impacts related <br />near -term water quality and hydrology would be slightly decreased under this alternative, while <br />impacts to noise (long - term), utilities and service systems, and water quality and hydrology (long- <br />term) would be similar to the proposed Project. <br />3.4.10.3 Finding and Rationale for Alternative Site No. 8 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 8 infeasible. <br />Alternative Site No. 8 would, on balance, result in an overall increase in impacts to <br />transportation /traffic as compared to the proposed Project. Although this alternative would avoid the <br />proposed Project's significant and unavoidable impact to the south Bristol Street/West Segerstrom <br />Avenue during the five weeks in which Construction Configuration C.2 would be in place, this <br />alternative would result in a LOS deficiency that would occur for approximately sixteen (16) days <br />during construction, and also would result in a new significant and unavoidable impact to parking <br />(near- and long -term) that would not occur in association with the proposed Project. In light of these <br />considerations, the City finds that Alternative Site No. 8 would result in an overall increase in near - <br />term impacts to transportation /traffic, and rejects this alternative as infeasible because it would not <br />avoid or substantially lessen the Project's significant effects.
