Chapter 3 Findings Regarding Project Alternatives Attachment "A" <br />Alternative Site No. 9 would result in an overall increase in impacts to transportation/traffic as <br />compared to the proposed Project. Although this alternative would avoid the proposed Project's <br />significant and unavoidable impact to the south Bristol Street/West Segerstrom Avenue during the <br />five weeks in which Construction Configuration C.2 would be in place, this alternative would result <br />in a LOS deficiency that would occur for approximately 29 days during construction, would result in <br />new significant unavoidable impacts due to the disruption of left -turn movements along South Bristol <br />Street, and also would result in a new significant and unavoidable impact to parking (near- and long- <br />term) that would not occur in association with the proposed Project. In light of these considerations, <br />the City finds that Alternative Site No. 9 would result in an overall increase in near -term impacts to <br />transportation /traffic, and rejects this alternative as infeasible because it would not avoid or <br />substantially lessen the Project's effects. (CEQA Guidelines Section 15126.6(b).), <br />This alternative also is rejected as infeasible because it would fail to meet, or would not be as <br />effective in achieving, the proposed Project's objectives. This alternative would be less effective <br />than the proposed Project in minimizing odor - related nuisances to land uses in close proximity. In <br />addition, this alternative would exacerbate an existing parking deficiency at an existing medical <br />complex, and would therefore fail to meet the Project's objective of avoiding detrimental effects to <br />existing businesses. Detrimental effects to business would be further exacerbated by ongoing <br />construction in close proximity to the existing medical complex. Further, unlike the proposed Project <br />site where the City has an existing sewer easement, construction at this location would require the <br />City to acquire private property to provide easements for proposed sewer lines. Finally, construction <br />of the lift station at this location would replace currently developed, useable land, in contrast to the <br />proposed Project site, which is vacant and undeveloped. <br />3.4.12 Alternative Site Location No. 10 (Alternative Site No. 10) <br />3.4.12.1 Summary of Alternative Site No. 10 <br />Alternative Site Location Number 10 (Alternative Site No. 10) would involve the construction of a <br />replacement lift station in the parking lot of an existing medical building located at 2700 South <br />Bristol Street in lieu of the proposed Project site. Alternative Site No. 10 is located approximately <br />0.25 -mile north of the proposed Project site. The location of Alternative Site No. 10 is depicted on <br />Final EIR Figure 5 -1. Due to the existing configuration of this site and in order to minimize <br />disruptions to the existing use during construction and long -term operation, it is assumed that a <br />replacement lift station at this location would need to be located along or near the western property <br />line. <br />The lift station that would be constructed at Alternative Site No. 10 would include a similar above- <br />ground block structure as the proposed Project. In addition, the lift station at Alternative Site No. 10 <br />would feature similar equipment and appurtenances as the proposed Project. This alternative would <br />require the installation and operation of approximately 23 percent more underground sewer <br />conveyance infrastructure than the proposed Project and it is anticipated that the duration of <br />Construction Phase 11 would be increased by 13 work days (approximately 2.5 weeks) as compared <br />to the proposed Project. The construction schedule for this alternative would otherwise be similar to <br />the proposed Project. <br />This alternative would not require construction activities within the South Bristol Street/West <br />Segerstrom Avenue intersection or beneath the existing paved right -of -way of West Segerstrom <br />Avenue (east of South Bristol Street). Therefore, this alternative would not require the <br />San Lorenzo Lift Station EIR (Project No. 06 -3510) 3 -22 <br />CEQA Findings of Fact/Statement of Overriding Considerations <br />55A -61 <br />
