Implementation of this alternative would otherwise be similar to the proposed Project <br />during construction conditions. <br />Development of a lift station at Alternative Site No. 9 also would require the City to acquire private <br />property to implement a temporary construction easement, accommodate the proposed lift station, <br />and provide easements for proposed sewer lines. <br />3.4.11.2 Summary Comparison of Environmental Effects <br />The environmental effects of constructing the proposed lift station at Alternative Site No. 9 in <br />comparison to the proposed Project site are shown in Final EIR Table 5 -1 and described in detail in <br />RDEIR Section 5.4.11. This alternative would avoid the proposed Project's significant and <br />unavoidable impact associated with Construction Configuration C.2; however, this alternative would <br />create a significant and unmitigable near -term impact to transportation /traffic due to a LOS <br />deficiency that would occur for approximately 29 days during construction, which is a slight increase <br />in duration as compared to the twenty -five (25) days of construction during which the proposed <br />Project would create a significant unavoidable impact to transportation/traffic at the South Bristol <br />Street /West Segerstrom Avenue intersection. Impacts to transportation /traffic would also occur <br />when construction activities disrupt left -turn movements, thereby diverting traffic to adjacent <br />intersections or encouraging cut - through traffic in local neighborhoods; such impacts would not <br />occur in association with the proposed Project. Furthermore, construction of a lift station at <br />Alternative Site No. 9 would exacerbate an existing parking deficiency at the existing medical <br />complex both during construction and long -term operation. Near- and long -term impacts to parking <br />at Alternative Site No. 9 would be a significant and unmitigable impact. As such, impacts to <br />transportation /traffic would be greater at Alternative Site No. 9 as compared to the proposed Project <br />site. <br />This alternative also would result in an increase in the severity of the Project's significant long -term <br />air quality impact as compared to the proposed Project, because Alternative Site No. 9 is closer to <br />nearby sensitive receptors than the proposed Project and would thereby have an increased potential to <br />expose nearby odor - sensitive uses to substantial offensive odor levels during worst -case accident <br />conditions. However, with mitigation (i.e., Mitigation Measure MM 3.1 -1), long -term odor related <br />impacts would be reduced to less than significant levels. Total construction air quality /greenhouse <br />gas emissions would be increased under this alternative in comparison to the proposed Project due to <br />a longer construction period, although average daily construction emissions would be similar to the <br />proposed Project and would not be significant. In addition, construction noise levels would be <br />greater under this alternative due to the closer proximity of residential land uses; however, <br />construction noise impacts would be regarded as less than significant following mitigation, as with <br />the proposed Project. Less than significant impacts related near -term water quality and hydrology <br />would be slightly increased under this alternative, while impacts to noise (long - term), utilities and <br />service systems, and water quality and hydrology (long -term) would be similar to the proposed <br />Project and would be less than significant. <br />3.4.11.3 Finding and Rationale for Alternative Site No. 9 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 9 infeasible. <br />San Lorenzo Lift Station EIR (Project No. 06 -3510) 3 -21 <br />CEQA Findings of Fact /Statement of Overriding Considerations <br />55A -60 <br />
