Chapter 3 Findings Regarding Project Alternatives Attachment "A" <br />3.4.21.3 Finding and Rationale for Alternative Site No. 19 <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make Alternative Site No. 19 infeasible. <br />Alternative Site No. 19 would result in an overall increase in impacts to transportation/traffic as <br />compared to the proposed Project. Although this alternative would reduce the Project's significant <br />and unavoidable impact associated with Construction Configuration C.2 by two (2) weeks, this <br />alternative would result in a significant unavoidable impact to the capacity of the South Bristol Street <br />roadway for a total of 109 days (or 89 days longer than the proposed Project's significant <br />unavoidable impact). Furthermore, construction of a lift station at Alternative Site No. 18 would <br />exacerbate an existing parking deficiency at this existing commercial retail building both during <br />construction and long -term operation. Significant impacts to parking would not occur under the <br />proposed Project. In light of these considerations, the City finds that Alternative Site No. 19 would <br />result in an overall increase in near -term impacts to transportation/traffic, and rejects this alternative <br />as infeasible because it would not avoid or substantially lessen any of the significant effects of the <br />Project. (CEQA Guidelines Section 15126.6(b).) <br />This alternative also is rejected as infeasible because it would fail to meet, or would not be as <br />effective in achieving, the proposed Project's objectives. This alternative would exacerbate an <br />existing parking deficiency at an existing commercial shopping center, and would, therefore, fail to <br />meet the Project's objective of avoiding detrimental effects to existing businesses. Detrimental <br />effects to business would be further exacerbated by ongoing construction in close proximity to the <br />existing commercial shopping center. Further, unlike the proposed Project site where the City has an <br />existing sewer easement, construction at this location would require the City to acquire private <br />property to provide easements for proposed sewer lines. Finally, construction of the lift station at <br />this location would replace currently developed, useable land, in contrast to the proposed Project site, <br />which is vacant and undeveloped. <br />3.4.22 Findings on Alternatives that were Considered but Eliminated from <br />Detailed Analysis in the Draft EIR <br />In addition to the 21 alternatives evaluated in the RDEIR, the Lead Agency considered two <br />additional alternatives. Both of these alternatives were eliminated from detailed analysis in the EIR <br />either because they did not meet the Project's basic objectives, would fail to reduce or avoid the <br />significant impacts of the Project as proposed, and /or were determined at the outset to be infeasible. <br />These alternatives are discussed below. <br />3.4.22.1 Saddleback High School Alternative <br />This alternative would involve the construction of a lift station at Saddleback High School, either on <br />a portion of the athletic field or parking lot adjacent to West Segerstrom Avenue. Such an alternative <br />would not require the acquisition of privately owned property. <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make the adoption of this alternative infeasible. The Saddleback High School property is owned by a <br />public entity, the Santa Ana Unified School District ( SAUSD). City staff inquired with the SAUSD <br />about use of the school's property for construction the lift station facility.
