This may include <br />testifying at participant non - compliance hearings. <br />4.13 Provide internal forms that are not mandated by ADMINISTRATOR or <br />by program requirements for review and approval by ADMINISTRATOR prior to <br />implementation. <br />4.14 Ensure that all services provided to participants under this <br />Agreement are conducted in a manner sensitive to literacy, language, and <br />socio - cultural issues that may impact participants. CONTRACTOR's staff shall <br />be trained in cultural differences to ensure their ability to recognize and <br />assist participants who demonstrate language or cultural barriers to <br />employment, including resistance to participation in Vocational Training <br />activities (VTR) and Work Experience (WEX). CONTRACTOR shall employ staff who <br />will provide services in the participant's language or obtain interpreters <br />when necessary. <br />5. PRINCIPLES <br />CONTRACTOR shall ensure that the delivery of services is based on the <br />following principles: <br />5.1 Opportunities shall be maximized to provide integrated, <br />coordinated and easily accessible resources for participants; <br />5.2 Services shall be family - friendly and family- centered; <br />5.3 Services shall be community -based and provide integrated services <br />that coordinate Federal, State and community funding opportunities; <br />5.4 Participants' strengths shall be identified, utilizing <br />(WAM08A11) 6 of 18 (December 22, 2011) <br />al �� <br />
