Memo to Councilmembers <br />February 2, 2012 <br />Page 2 <br />EXHIBIT 4 <br />The need for the project is self evident due to the problems associated with maintaining the <br />existing facility, some of which are listed above. The project objective is to alleviate these <br />problems and provide a more reliable, safer, easier to maintain facility, with improved working <br />conditions away from the traffic congestion on Bristol Street. The proposed site location is the <br />best and most effective location for these improvements. It is a small, vacant, undeveloped <br />piece of land at the end of San Lorenzo Avenue through which the City has an existing sewer <br />easement. It is also in close proximity to the existing Lift Station which minimizes the length of <br />new sewer main required. <br />In regards to the alternative site analysis, the EIR evaluated a total of 19 alternative sites, most <br />of which were identified by Mr. Silverstein himself. The majority of these alternative sites are <br />fully developed parcels used by businesses, restaurants, retail establishments and medical <br />facilities, or would involve construction within a park, e.g., the Segerstrom Triangle Park or the <br />Carl Thornton Park. <br />In his letter, Mr. Silverstein also suggests the alternative of revamping the existing lift station <br />using the existing 8 foot diameter wet well and installing submersible pumps. Mr. Silverstein's <br />engineer estimated the cost of this alternative at $748,000, which may or may not be accurate, <br />but is certainly less than the $3.5 million cost estimate for the new station. However, this <br />scenario is flawed and does not meet a number of the project objectives, as it would leave the <br />facility within the Bristol Street right -of -way, and would not alleviate any of the associated <br />problems noted above. <br />A detailed response to each of the objections noted in Mr. Silverstein's letter is attached to this <br />memorandum as Exhibit A.
