The entry after the 9/20110 is <br />for 9114/10, out of order. The 9/14/10 entry and the following three are identical. <br />The number of unscheduled maintenance entries from 2004 through September <br />13, 2010 vary from two to ten and average only five per year. <br />Then suddenly in September, 2010, the number of entries shoots way up. There <br />are 25 entries from mid - September through the end of 2010 and 104 entries in <br />2011. The wording of many of the entries is very similar. <br />It is patently obvious that the City began padding the number of maintenance <br />callouts starting in mid - September, 2010 merely to support the findings of its <br />defective EIR. <br />55A -153 <br />
