Mr. Robert Silverstein, Esq. • 0 <br />Review Of The Recirculated DEIR And FEIR For The San Lorenzo Sewer Lift Station Project <br />January 12, 2012 <br />Page 5 of 18 <br />ALTERNATIVES ANALYSIS <br />The Alternatives Analysis in the Recirculated DEIR is incomplete, inaccurate and <br />incorrect in numerous places. <br />5.4.4 ALTERNATIVE SITE No. 2 <br />In this alternative, the pump station would be placed on City -owned property, a <br />short distance east of the proposed site. Since the City already owns this <br />property, this site should receive a very high consideration. <br />Duration Of Construction <br />The RDEIR and comments J -13 through J -17 of the FOR note that the length of <br />sewer and force main would be approximately doubled in this alternative and <br />then claim that the duration of construction would be increased. No explicit <br />information is provided to support this assertion and, in fact, it is incorrect. <br />Phase 2 of the construction schedule includes eight (8) weeks for <br />"Clearing /Grubbing /SCE Pole Relocation ". See Exhibit K. This phase includes <br />construction of the temporary sewer bypass. The major part of the time is <br />required for construction of the temporary sewer bypass. <br />If Alternative Site No. 2 is used, there will be no need for the temporary bypass <br />and the SCE pole will not have to be relocated. Thus the time for Phase 2 could <br />be reduced by at least four weeks and possibly by as many as seven weeks. <br />Construction of the force main and sewer is in Phase 11 of the construction <br />schedule. See Exhibit K. Four (4) weeks is allowed for Phase 11. Since the <br />length of the force main and sewer for Alternative Site No. 2 is about double the <br />length in the proposed project, the duration of construction might also be about <br />double, i.e. four weeks more. As noted above, though, this amount of time would <br />be easily offset by the reduction in the duration of Phase 2. <br />It should also be noted in Exhibit K that Phase 11, the construction of the force <br />main and sewer is scheduled to take place after the construction of the pump <br />station (Phases 4 through 10). This was necessary because the pump station <br />site is so congested and access is so limited that it is not feasible to work on both <br />the sewer and the pump station at the same time. <br />At most of the other alternative sites, there is more space and better access, thus <br />construction of the sewer could proceed simultaneously with construction of the <br />pump station, further reducing overall construction duration. <br />55A -154 <br />
