Moreover, the <br />alternatives analysis is equally flawed. <br />CEQA Guidelines Section 15126.6(f)(2) says the "key question and first step in <br />analysis is whether any of the significant effects of the project would be avoided <br />or substantially lessened by putting the project in another location. " <br />A site, such as Altemative Site 2, that avoids lane closures on Segerstrom <br />Avenue for approximately six months, will significantly reduce the Project's traffic <br />impacts, thus meeting the "key question and first step in analysis" under CEQA <br />Guidelines Section 15126.6(f)(2). Many of the other alternative sites would also <br />similarly reduce the impacts. <br />Finally, the RDEIR and FOR are fatally flawed because they have not included <br />the obvious alternative of rehabilitating the existing pump station as described <br />above. <br />Very truly yours, <br />Bonneau Dickson, PE <br />
