C. Cities and County have studied and discussed policy input and cost <br />control for over three years and have determined that creation of a joint power entity to <br />administer fire service operations and delivery serves their needs for policy input and <br />cost control. <br />D. Each member is a public agency as defined by Government Code Section <br />6500 et seq. and is authorized and empowered to contract for the joint exercise of <br />powers common to each member. <br />E. The members now wish to jointly exercise their powers to provide for <br />mutual fire protection, prevention and suppression services and related and incidental <br />services, including but not limited to, creation, development, ownership and operation of <br />programs, facilities, and funds therefor through the establishment of the "Orange County <br />Fire Authority" (the "Authority "). <br />NOW, THEREFORE, in consideration of the mutual promises set out, the parties <br />agree as follows: <br />4509 -08 2 <br />110179 v3 <br />9/27199 <br />60C -9 <br />
