SUBSTANTIAL AMENDMENT TO THE I 2010/11- 2014/15 CITY OF SANTA ANA CONSOLIDATED PLAN <br />2011/12 ACTION PLAN <br />REQUIREMENTS FOR PREPARING THE SUBSTANTIAL AMENDMENT <br />TO THE FY 2011 CONSOLIDATED PLAN ANNUAL ACTION PLAN <br />CONSULTATION <br />Since 1998, there has been a comprehensive, coordinated, and regional Continuum of Care <br />strategy that includes participation of all 34 cities in Orange County, County Agencies, the <br />County's homeless housing and service providers, and other community groups, including non- <br />profits, local governmental agencies, faith-based organizations, the homeless and formerly <br />homeless, interested business leaders, schools and other stakeholders to identify the gaps and <br />unmet needs of the County's homeless. Homeless needs and priorities continue to be identified <br />through the County's Continuum of Care system. In February 2012, the City began consultation <br />with the Continuum of Care Coordinator and other ESG recipients specifically as it relates to the <br />use of ESG funds. The City also consulted with the CoC Coordinator on determining how to <br />allocate ESG funds for eligible activities. Additional consultation meetings will be held to <br />develop performance standards and evaluating outcomes, as well as develop funding, policies, <br />and procedures for the operation and administration of the HMIS. <br />In addition, Orange County has developed a comprehensive Ten-Year Plan to End Homelessness <br />(the Plan). The Plan outlines the key goals and strategies necessary to successfully eliminate <br />homelessness in Orange County. The Plan includes strategies to increase and improve the <br />efficacy of the shelter and housing systems for homeless families and the provision of a rapid <br />re-housing program for Emergency Shelter clients. The City will review areas of the Plan where <br />ESG funds could be used to assist in achieving identified goals. <br />CITIZEN PARTICIPATION <br />In accordance with 24 CFR 91.105(c)(3) for local governments, the substantial amendment <br />Public Notice for the use of ESG funds was released for citizen review and comments on March <br />19, 2012. During the 30-day public comment period from March 19, 2012 through April 19, <br />2012 the Public Notice for the Draft Substantial Amendment was made available during regular <br />business hours between 8:00 a.m. and 5:00 p.m., Monday through Thursday in the offices of <br />the Housing Department, 20 Civic Center Plaza, 3rd Floor, Community Development Agency, 20 <br />Civic Center Plaza, 6th Floor, Office of the Clerk of the Council, 20 Civic Center Plaza, Room 809, <br />the Main Public Library, 26 Civic Center Plaza, Santa Ana, California and on the city's website. <br />The Community Redevelopment and Housing Commission of the City of Santa Ana held a public <br />hearing on April 17, 2012, at 6:00 p.m., at the City Council Chambers, 22 Civic Center Plaza, <br />Santa Ana, California 92701. Following the 30-day public comment period and public hearing, <br />the City Council of Santa Ana will hear and vote on the Substantial Amendment to the 2011-12 <br />Action Plan on May 7, 2012. A copy of the public hearing notice is presented in Exhibit 2.
