0 City of Santa Ana <br />for the performance of services hereunder who have been excluded from any state or federal <br />health care program. Contractor must agree to notify the OCFA of any imposed exclusions or <br />sanctions covered by this warranty and the OCFA in consultation with the City of Santa Ana <br />reserves the right to immediately terminate the Contract upon receipt of such notice. <br />4.3.15 External Medical Quality Control <br />Contractor must fully comply with all federal, state, and local medical standards, protocols, and <br />rules and regulations applicable to the provision of private, emergency BLS ambulance <br />transportation, including those established by OCEMS. Contractor must at all times during the <br />contract term cooperate with the OCEMS program managers and the OCEMS Medical Director <br />in the monitoring, regulation, management, oversight, and administration of the County EMS <br />system. <br />The OCEMS Medical Director, or his designee, has both the authority and responsibility to <br />routinely establish and monitor private, emergency ambulance system performance, including but <br />not limited to: ambulance equipment standards; medical protocols; personnel standards; training <br />standards; medical dispatch procedures; first responder practices and training; medical control; <br />and to effect corrective and disciplinary action as necessary. <br />4.3.16 Internal Medical Quality Control <br />Contractors must establish a Continuous Quality Improvement ("CQI") program directed at, but <br />not limited to, effective administration and management of clinical performance, response time <br />performance, driver performance, dispatch performance, and for all other BLS service levels. <br />Phase 2 RFP: Emergency Ambulance Transportation and Related Services Page 1 46 <br />June 14, 2012 <br />25F-65
