PROPOSAL <br />COMPREHENSIVE GRANT CONSULTING SERVICES <br />to the <br />City of Santa Ana, California <br />From <br />StrategicSolutions <br />for <br />Fiscal Year 2012/2013 <br />OVERV/EW <br />EXHIBIT A <br />Charlotte D. Whitney, d.b.a. StrategicSolutions, will provide comprehensive grant consulting <br />services to the City of Santa Ana Facilities, Fleet and Central Stores. Drawing on its extensive <br />experience in all phases of the grant process, Pre-Application Preparation; Application <br />Development and Preparation; and Post-Application Implementation and Grant Management, <br />StrategicSolutions will work interdepart mentally and with public and private individuals and <br />agencies to achieve program objectives and maximize access to grant funding. <br />Strategic Solutions will focus on funding opportunities in support the following City of Santa Ana <br />plans and priorities: <br />1 . Green Facilities, Fleet and Central Stores Strategic Plan <br />2. Green Fleet Action Plan: Electric Vehicles and Charging Infrastructure <br />3. Green Fleet Action Plan: Propane Vehicles and Infrastructure <br />4. Green Fleet Action Plan: Environmentally Preferable Purchases and Practices Policy <br />5. Energy Efficiency and Conservation <br />6. Community Outreach and Public Education <br />7. Other, as identified <br />FOCUS: FISCAL YEAR 201212013 <br />During the past two years, Fiscal Year 2010/2011 and Fiscal Year 2011/2012, StrategicSolutions <br />secured $1,045,500 in grant funding for the City of Santa Ana Facilities, Fleet Management and <br />Central Stores. With the assistance of staff, StrategicSolutions formulated a green strategic plan <br />and three targeted action plans. With these plans in place, StrategicSolutions then focused on <br />obtaining grant funding for action implementation. <br />In order to realize the funding secured, the projects identified must now be implemented and <br />required activities completed. While working to identify additional grant funding for new <br />projects, during Fiscal Year 2012/2013, StrategicSolutions will extend its services to Post- <br />Application Implementation and Grant Management. Two required elements of secured grants, <br />community outreach/public education and reports/requests for reimbursements, will feature <br />strongly in the new work program. <br />StrategicSolutions will draw from the list of grants identified in the Green Facilities, Fleet and <br />Central Stores Strategic Plan and the three supporting specific action plans for additional grant <br />funding. For Post-Application Implementation and Grant Management activities, <br />Strategic Solutions will draw from the contractual agreements between the City of Santa Ana and <br />the funding agencies.
