Further, in accordance with the California Environmental Quality Act, the <br />recommended action to deny proposed porch, balcony, replacement of the <br />Victorian windows with French doors, and attic dormers on the north and <br />west side elevations, is exempt from further review pursuant to Section <br />15270 states that CEQA does not apply when a project is denied or <br />rejects. Further, since this project, as proposed, would negatively affect a <br />historic resource, an Environmental Impact Report would be required <br />(Section 15064) if the project moved forward. <br />Section 2: For the McGowan House, located at 214 East Santa Clara Avenue <br />the Historic Resources Commission of the City of Santa Ana hereby denies the <br />Certificate of Appropriateness for the proposed porch, balcony, replacement of the <br />Victorian windows with French doors, and attic dormers on the north and west side <br />elevations, as they do not meet the Secretary of the Interior`s Standards. <br />These decisions are based upon the evidence submitted at the above said <br />hearing, which includes, but is not limited to: the Staff report and exhibits attached <br />thereto; and the public testimony, ail of which are incorporated herein by this reference. <br />Section 3.
