Standard 2 -The historic character of a property shall be <br />retained and preserved. The removal of historic materials or <br />alteration of features and spaces that characterize a property <br />shall be avoided. <br />ii. Standard 3 -Each property shall be recognized as a <br />physical record of its time, place and use. Changes that <br />create a false sense of historical development, such as <br />adding conjectural features or architectural elements from <br />other buildings, shall not be undertaken. <br />iii. Standard 4 -Most properties change over time; those <br />changes that have acquired historic significance in their own <br />right shall be retained and preserved. <br />iv. Standard 5 -Distinctive features, finishes, and construction <br />techniques or examples of craftsmanship that characterize a <br />property shall be preserved. <br />v. Standard 9 -- New additions, exterior alterations, or related <br />new construction shall not destroy historic materials that <br />characterize a property. The new work shall be <br />differentiated from the old and shall be compatible with the <br />massing, size, scale and architectural features to protect the <br />historic integrity of the property and its environment. <br />F. The applicant wishes to have a covered front porch so as to provide an <br />entertaining area for guests, and shade for the front of the house. However, <br />the proposed wrap-around porch would alter the character defining features <br />of the 1938 Colonial Revival front entry, and would alter the symmetrical <br />design of the structure and do not meet the Secretary of the Interior <br />Standards 2, 3, 4, 5, and 9. <br />G. The three proposed dormers on this elevation would also alter the <br />character defining features of the structure (roof configuration} on primary <br />elevations, thereby not in compliance with Standards 2, 3, 4, 5, and 9. <br />The proposed dormers, although offering a practical benefit of providing <br />more light and air into the attic of the building, are also a conjectural <br />architectural: feature that create a false sense of historical development <br />and are not recommended. <br />H. The proposed balcony, addition of dormers, and removal of two Victorian <br />windows to install French doors have the potential to substantially after the <br />character defining features of the Colonial Revival facade and primary <br />elevations, and may be considered a negative impact to the resource by <br />providing a false sense of history, and does not meet Standards 2, 3, 4, 5, <br />and 9. <br />I. In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review pursuant to Section <br />15331. This Class 31 exemption allows for the maintenance and repair of <br />Resolution No. 20'i2-XXX <br />Page 2 of 4 <br />
