This may include testifying at participant non- <br />compliance hearings. <br />4.18 Provide internal forms that are not mandated by <br />ADMINISTRATOR or by program requirements for review and approval <br />by ADMINISTRATOR prior to implementation. <br />4.19 Ensure that all services provided to participants under <br />this Agreement are conducted in a manner sensitive to literacy, <br />language, and socio-cultural issues that may impact participants. <br />CONTRACTOR's staff shall be trained in cultural differences to <br />ensure their ability to recognize and assist participants who <br />demonstrate language or cultural barriers to employment, <br />including resistance to participation in Vocational Training <br />activities (VTR) and Work Experience (WEX). CONTRACTOR shall <br />employ staff who will provide services in the participant's <br />language or obtain interpreters when necessary. <br />5. PRINCIPLES <br />CONTRACTOR shall ensure that the delivery of services is <br />based on the following principles: <br />5.1 Opportunities shall be maximized to provide integrated, <br />coordinated and easily accessible resources for participants; <br />5.2 Services shall be family-friendly and family-centered; <br />5.3 Services shall be community-based and provide <br />integrated services that coordinate Federal, State and community <br />funding opportunities; <br />5.4 Participants' strengths shall be identified, utilizing <br />motivational and strength-based techniques; and <br />(WAM0313) 8 of 22 <br />(April 8, 2013) <br />25B-58
