City of Santa Ana <br />Environmental Checklist <br />through the routine transport, use, or disposal of hazardous waste during operation of the proposed <br />project. Impacts would be less than significant with implementation of Mitigation Measure HAZ-1. <br />Mitigation Measure HAZ-1. Prior to receipt of a demolition permit, the applicant will submit proof <br />to the City's Planning and Building Division showing that a certified asbestos and lead inspector has <br />conducted a survey and testing of the existing structures on the project site to identify any asbestos- <br />or lead-containing materials. If identified, the applicant will submit proof that lead-based paint <br />materials and asbestos-containing materials have been removed according to proper abatement <br />procedures. All abatement activities will be in compliance with California Division of Occupational <br />Safety and Health, federal Occupational Safety and Health Administration, and SCAQMD <br />requirements. Only trained and certified lead and asbestos abatement personnel will be allowed to <br />perform abatement activities. All lead and asbestos-containing materials removed from the project <br />site will be hauled to a licensed receiving facility and disposed of under proper manifest, if needed, <br />by a transportation company certified to handle lead and asbestos-containing materials. Following <br />completion of the lead and asbestos abatement, a report documenting the abatement procedures <br />used, the volume of asbestos-containing materials removed, and where the material was moved to <br />will be provided to the City. The report will also include transportation and disposal manifests or <br />dump tickets, <br />b. Create a significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions Involving the release of hazardous materials into the <br />environment? <br />Less-than-Significant Impact with Mitigation Incorporated. As discussed in Vlll.a, the existing <br />structures on the project site were developed during the time when asbestos and lead were common <br />in general building materials. As a result and to reduce potential impacts on asbestos and lead <br />containing materials to a less-than-significant level, Mitigation Measure HAZ-1 has been <br />incorporated which requires the site structures to be surveyed for asbestos and lead containing <br />materials and requires removal of any identified hazardous material prior to demolition. <br />Project construction activities would involve a limited use of hazardous materials. Equipment that <br />would be used in construction of the proposed project has the potential to release oils, greases, <br />solvents, and other finishing materials through accidental spills. However, the consequences of <br />construction-related spills are not substantial because the volume of hazardous materials held <br />within any single piece of construction equipment is limited. Construction-related spills of <br />hazardous materials are not uncommon, but the enforcement of construction and demolition <br />standards, including BMPs by appropriate local and state agencies, would minimize the potential for <br />an accidental release of petroleum products and/or hazardous materials or explosions during <br />construction. Federal, state, and local regulations would be followed by the construction contractor <br />to reduce the effects of potential hazardous materials spills. <br />Operation of the proposed project would also use and store a limited amount of hazardous materials <br />including solvents, cleaning agents, paints, and pesticides. Large volumes of these hazardous <br />materials would not be stored on site. Any spill or release of the hazardous materials stored or <br />routinely used in operation of the project is not anticipated to have the volume to result in a <br />significant hazard to residents or workers in the vicinity of the project.
