City of Santa Ana <br />Environmental Checklist <br />environment through reasonably foreseeable upset and accident conditions involving the release of <br />hazardous materials into the environment. <br />c. Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within one-quarter mile of an existing or proposed school? <br />Less-than-Significant Impact. The proposed project involves the construction and operation of a <br />meditation center that is located within 0.25 mile of a school site. A child care facility is located <br />adjacent to the south of the site. As described in Vlll.b, construction and operation of the proposed <br />project would involve the use of small amounts of hazardous materials subject to federal, state, and <br />local regulations. No element of the proposed project would involve acutely hazardous materials, <br />substances, or wastes. <br />In addition, emissions from construction and operation of the project were evaluated in the air <br />quality analysis presented in Section III. It was determined that the maximum emissions from the <br />project would not cause or contribute to an exceedance of the most stringent applicable federal or <br />state ambient air quality standards. Therefore, implementation of the proposed project would not <br />emit hazardous emissions or handle hazardous materials within 0.25 mile of a school. <br />d. Be located on a site that is included on a list of hazardous materials sites that compiled <br />pursuant to Government Code Section 65962.5 and, as a result, would it create a significant <br />hazard to the public or the environment? <br />Less-than-Significant Impact. Pursuant to a database check with both the Geotracker (State Water <br />Resources Control Board) and Envirostor (State Department of Toxic Substances Control) databases, <br />the project site is not included on a list of hazardous material sites. There is one reported open <br />leaking underground storage tank (LUST) cleanup site within a 0.5-mile radius of the project site <br />(DTSC 2012). This site is a gas station located at 2730 West McFadden Avenue that is undergoing <br />remediation and groundwater monitoring. The Geotracker database also states that the risk <br />evaluation done during the remediation activities indicates that residual impacts do not pose <br />unacceptable risk to adjacent residents. Therefore, this LUST would not create a hazard to the <br />project site due to its location, which is approximately 0.38 mile away. Furthermore, the project <br />construction and operation activities would not occur on or within the immediate vicinity of the <br />existing LUST site, and the proposed project would not impact or be impacted by the release of <br />hazardous materials from the site. Therefore, impacts related to hazardous materials on site that <br />would create a significant hazard to the public or the environment are less than significant. <br />e. For a project within an airport land use plan or, where such a plan has not been adopted, <br />within 2 miles of a public airport or public use airport, would the project result in a safety <br />hazard for people residing or, working In the project area? <br />No Impact. The project site is not within 2 miles of any public or private airport facility. John Wayne <br />Airport is located about 6 miles southeast of the project site, and the Fullerton Municipal Airport is <br />located approximately 13 miles to the northwest. The project site is not located within the <br />boundaries of the Airport Environs Land Use Plan (AELUP) for John Wayne Airport or the Fullerton <br />Municipal, which is administered by the Airport Land Use Commission (ALUC). As such, the <br />proposed project would not conflict with the ALUC or any other applicable rules and regulations as <br />they pertain to airports and airport safety, and no impacts would result upon implementation of the <br />proposed project. <br />The Sat Nha Buddhist Meditation Center 3-48 June 2013 <br />Initial Study/Mitigated Negative Declaration ICf 00215.12 <br />31C-101
