For, a project within the vicinity of a private airstrip, would the project result in a safety hazard <br />for people residing or- working in the project area? <br />No Impact. The project site is not located within the vicinity of a private airstrip. As described above <br />under VIlLe, the closest airport facility is John Wayne Airport, which is a public airport and located 6 <br />miles to the southeast of the project site. The project site is located outside of the ALUEP and would <br />not be subject to the rules and regulations as they pertain to this airport. Additionally, because there <br />are no private airstrips within the vicinity of the project, no hazard impacts related to private <br />airstrips would occur with implementation of the proposed project. <br />g. Impair implementation of or plrysicalfy interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />Less-than-Signifncant Impact. Emergency response and evacuation is the responsibility of the <br />Orange County Fire Authority (OCFA). The City also maintains a Natural Hazards Mitigation Plan <br />(NHMP); however, there are no designated emergency evacuation routes or location-specific goals <br />or policies addressing emergencies. The NHMP identities three primary hazard risk areas, which <br />include earthquakes, flooding, and wind storms. <br />Direct access to the project site for emergency vehicles is provided on the western side of the site <br />along South Sullivan Street, Construction activities would occur within the project site and would <br />not restrict access of emergency vehicles to the project site. After construction of the project, <br />emergency access to the site would remain via South Sullivan Street and two access points to the <br />project site as shown on Figures 2-5 and 2-8. Internal access to the project structure is provided by <br />several points on site, including the front entrance rear entrance and entrance from the parking <br />area. The project is required to design and construct internal emergency access and size and <br />location of fire suppression facilities (e.g., sprinklers) to conform to OCFA standards. The OCFA <br />would review the development plans prior to approval to ensure adequate emergency access. <br />Specific internal circulation descriptions, project-related traffic increase, and potential effects to <br />emergency response-related traffic conditions are discussed in Section XVI, "Traffic and Circulation." <br />As described, traffic generated from operation of the project would not result in significant traffic <br />impacts; as such, project-related traffic would not result in delays to emergency vehicles. The <br />proposed project would not block emergency vehicle access to the site or adjacent areas, and the <br />project would not interfere with the adopted NHMP. As a result, implementation of the proposed <br />projectwould not impair or physically interfere with an emergency response and impacts are <br />considered to be less than significant. <br />h. Expose people or structures to a significant risk of loss, Injury, at- death involving wildlandfires, <br />including where wild/ands are adjacent to urbanized areas or where residences are Intermixed <br />with wildlands? <br />No Impact. The project site is located within an urban developed area and is not located within an <br />identified wildland fire hazard area, as identified by the Orange County Operations Center and the <br />California Department of Forestry and Fire Protection (Orange County Fire Hazard Severity Zones; <br />County of Orange n.d. Figure 20). Implementation of the proposed project would also require <br />adherence to the following chapters of the City's Municipal Code to reduce potential fire hazards: <br />Chapter 8.2 Uniform Building Code, Chapter 8.4 Uniform Mechanical Code, and Chapter 8.5 National <br />Electric Code.
