Does the project have the potential to degrade ? ® ? <br />the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, <br />cause a fish or wildlife population to drop <br />below self-sustaining levels, threaten to <br />eliminate a plant or animal community, <br />substantially reduce the number or restrict <br />the range of a rare or endangered plant or <br />animal, or eliminate important examples of <br />the major periods of California history or <br />prehistory? <br />b. Does the project have impacts that are ? ® ? ? <br />individually limited but cumulatively <br />considerable? ("Cumulatively considerable" <br />means that the incremental effects of a project <br />are considerable when viewed in connection <br />with the effects of past projects, the effects of <br />other current projects, and the effects of <br />probable future projects.) <br />c. Does the project have environmental effects ? ® ? ? <br />that will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br />Discussion <br />Would the project: <br />a. Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish at, wildlife species, cause a fish or wildlife population to drop below <br />self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal, or eliminate important examples of <br />the major periods of California history or prehistory? <br />Less-than-Significant Impact with Mitigation Incorporated. The project site currently consists of <br />two fully developed parcels with two single family residential structures and several ancillary <br />buildings that are used for the Bat Nha Buddhist Temple facilities. The site is surrounded by a six- <br />foot tall block wall on three sides and a roadway along the western boundary. No sensitive plant or <br />animal species exist on site, and habitat to support sensitive species also does not exist, Further, <br />there are no wetland areas or migration routes on the project site. However, the existing trees onsite <br />have the ability to host nesting birds, and as a result, a mitigation measure is included in Section IV, <br />Biological Resources, to reduce potential impacts on nesting birds to a less-than-significant level. <br />Impacts on nesting birds would be reduced to a less-than-significant level with the incorporation of <br />a pre-construction survey (MM-BIC-I).
